基于中国经验的俄罗斯电子商务发展问题研究

【摘要】:由于互联网发展及国际贸易完善,电子商务的快速发展是现代世界经济的特征。目前,中国和俄罗斯贸易合作不断加强,尤其在电子商务的方面上,中俄电子商务合作越来越密切。鉴于中国电子商务市场属于熟悉和比较完善的发展阶段,俄罗斯政府和商家依靠中国经验试图解决俄罗斯电商市场上存在的问题。2014年开始,中国巨头电商公司进入了俄罗斯市场,促进对俄罗斯整个电商市场的发展。可是鉴于俄罗斯电子商务属于初步阶段,还有经济受到西方国家制裁后,国内经济低迷等因素影响下,经济中电子商务也受到了一定的冲击。由于在全球互联网经济中,中国电商市场已占据首位,俄罗斯加快实施“向中国看”战略的步伐。目前,中国网购和手机网购用户不断增加,电子商务物流和支付系统成熟;阿里巴巴巨头的促进增长;政府鼓励和支持政策;大力发展跨境电商,和农村互联网的快速发展,让俄罗斯不断吸取和借鉴中国经验。本文阐述了电子商务的相关理论及发展概述,包括电子商务的概念及发展历程,电子商务的分类,特点和优势,电子商务的应用领域及产生的的影响。研究俄罗斯电子商务的现状,包括俄罗斯互联网发展现状,案例分析俄罗斯电子商务现状,俄罗斯电子商务存在的问题包括物流配送问题,支付系统不完善,缺乏电商人才,缺乏政府政策支持,俄罗斯人对电商没信心等。鉴于中国经验,深入分析了中国电子商务发展现状与经验,如中国互联网发展现状,通过案例分析中国电子商务现状,中俄电子商务合作的情况。通过认真的研究得出了该论文的结论,提出了俄罗斯电子商务发展对策与建议包括建立物流体系,完善支付体系条件,加强政策扶持,注重人才发展和完善信用环境建设。本论文则从几个方面分析两个国家该领域的现状(零售销售,互联网经济,电子商务物流和支付系统,跨境电商,政府管理)。运用2010-2016年的数据,采用动态,比较分析方法等,进一步分析了中俄两国的互联网发展现状及中俄电商合作,还研究电子商务的物流和支付付款体系,政府支持,人才发展和对电商信用的最重要的因素。
[Abstract]:Due to the development of Internet and the perfection of international trade, the rapid development of E-commerce is the characteristic of modern world economy. At present, the trade cooperation between China and Russia continues to strengthen, especially on the aspect of e-commerce, the cooperation between China and Russia is getting closer and closer. In view of the fact that the Chinese e-commerce market belongs to a familiar and relatively perfect stage of development, the Russian government and businessmen rely on China's experience to try to solve the problems existing in the Russian e-commerce market. Beginning in 2014, The Chinese giant e-commerce company has entered the Russian market and promoted the development of the whole e-commerce market in Russia. However, since the Russian e-commerce belongs to the initial stage, and the economy has been sanctioned by western countries, the domestic economic downturn and other factors, e-commerce in the economy has also been a certain impact. As China's e-commerce market has taken the first place in the global Internet economy, Russia has stepped up its implementation of the "look to China" strategy. At present, China's online shopping and mobile phone shopping users are increasing, e-commerce logistics and payment systems mature; Alibaba giant to promote growth; the government to encourage and support policies; Great efforts to develop cross-border e-commerce, and the rapid development of rural Internet, so that Russia continues to draw on and learn from China's experience. This paper describes the related theories and development of E-commerce, including the concept and development course of E-commerce, the classification, characteristics and advantages of E-commerce, the application field of E-commerce and its influence. This paper studies the present situation of Russian e-commerce, including the development of Russian Internet, the case analysis of Russian e-commerce. The problems existing in Russian e-commerce include logistics distribution, imperfect payment system and lack of e-commerce talents. Lack of government policy support, Russians do not have confidence in e-commerce and so on. In view of China's experience, this paper deeply analyzes the present situation and experience of China's e-commerce development, such as the current situation of China's Internet development, the present situation of China's E-commerce and the cooperation between China and Russia through a case study. This paper draws the conclusion of this paper through careful research, and puts forward some countermeasures and suggestions for the development of e-commerce in Russia, including establishing logistics system, perfecting payment system conditions, strengthening policy support, paying attention to the development of talents and perfecting the construction of credit environment. This paper analyzes the current situation of this field in two countries from several aspects (retail sales, Internet economy, e-commerce logistics and payment systems, cross-border e-commerce, government management). Using the 2010-2016 data, using dynamic and comparative analysis methods, this paper further analyzes the current situation of the Internet development between China and Russia and the cooperation of Sino-Russian e-commerce, and also studies the logistics and payment system of e-commerce, as well as government support. Talent development and the most important factor of e-commerce credit.
