天津海关企业分类年审报送系统的设计与实现

【摘要】：海关大监管体系建设明确指出:要切实转变管理理念,将以往把监管重点放在具体货物和报关单上的传统做法,转变为把监管重点放在企业上,“由企及物”,通过管好“企业”达到管住“货物”的目的。在监管资源有限的局面下,按照大监管体系“由企及物”管理理念以及建设海关与企业合作伙伴关系的要求,通过管理企业达到管住货物把守国门的目的是解决这一矛盾的主要手段。为此,加强对高类别企业的服务力度和深度,使之诚信守法经营是企管工作的重点。本课题研究实现的是提高海关企业管理工作的信息化控制,进一步提高企业管理工作水平,及时掌握企业经营和资质情况,做好企业状况分析,增强信息的时效性、扩大信息收集覆盖范围,减轻审批人员和申报人员的工作负担,优化工作环境,降低工作成本,实现海关企业分类年审材料的电子报送,简化企业申报流程,便于海关对企业经营情况、进出口状况的分析统计,提高工作效率,为业务部门领导决策提供有力数据支持。海关企业年审材料报送系统关键是解决电子文件支撑平台,要实现业务需求统一规范;实现数据格式统一规范;实现产品接口统一规范;实现统一测评标准规范;实现过程管理统一规范;实现综合业务、安全保密与技术实现一体化统一规划、设计与研发。系统运行之后,企业可以方便的在互联网上提交年审材料,海关审核人员可以便捷查看企业申报进度和内容。这样不仅对每年的年审材料进行数字化保存,对查询历史纪录有了更有效的保障,并且利用计算机系统方便的实现数据对比、统计分析。

We will expand information collection and coverage, lighten the workload of vetting and approving personnel and declaration personnel, optimize the working environment, reduce work costs, realize electronic reporting of classified annual audit materials for customs enterprises, and simplify the enterprise declaration process. It is convenient for customs to analyze the business situation, import and export status, improve the efficiency of work, and provide powerful data support for the decision-making of business department leaders. The key of the annual examination material reporting system of customs enterprise is to solve the electronic document supporting platform, to realize the uniform specification of business requirements, to realize the unified specification of data format, to realize the unified standard of product interface, to realize the unified standard of evaluation and evaluation, and to realize the unified standard of evaluation and evaluation Achieve unified process management specification, integrated business, security confidentiality and technology to achieve unified planning, design and R & D. After the operation of the system, enterprises can easily submit annual audit materials on the Internet, customs audit personnel can easily view the progress and content of the enterprise declaration.
