卫生应急指挥系统之综合运营管理子系统的设计与实现

【摘要】:随着世界经济一体化进程的加速,经济和交流活动的逐渐增加,人口流动变得越来越频繁,这为疾病的传播、爆发提供了良好环境,同时,还有环境的恶化,使得我国所面临的公共卫生和健康问题越来越严重。所以公共卫生的安全和突发事件的处置已经成为了卫生行政部门一项相当重要且具有挑战性的工作。如何更高效的利用目前现有的资源,尽最大可能去提高卫生行政机构对公共卫生突发事件的反应能力和抵御风险的能力,是一个亟待解决的重要课题。本课题来源于本人实习单位为我国某市实施的实际项目,通过对本项目的建设,对于加强某市的公共卫生突发事件应急机制和能力建设具有极为重要的意义。本文研究的内容为卫生应急指挥系统之综合运营管理子系统。该子系统是卫生应急指挥系统对外部通信的重要入口,也是实现卫生应急指挥系统“平战结合”的重要体现,是判断事件信息是否达到应急响应要求的把关者,通过该系统的建设可有效提升卫生应急指挥系统的整体响应效率和工作效率。该子系统主要包括七大子功能,包括:信息接入、值班管理、日程管理、信息监测、要情专报、公文管理、事件管理。信息接入模块是值班管理人员与外界进行信息交互的主要手段,值班管理模块提供对值班信息登记、核实、建档及查询、排班管理、值班人员管理等功能,日程管理模块提供值班管理人员每日的工作安排管理,信息监测模块包括CDC疫情信息监测、直报事件信息监测、系统预警管理等功能,要情专报模块提供要情的编辑、修改、删除、查询、领导批示等功能,公文管理模块提供公文的收发、查询,事件管理模块提供事件的建档、维护、评估、历史事件查看和管理等功能。在系统的技术实现上,采用了目前成熟、稳定的开发结构linux+java+Oracle、B/S计算模式、移动通信技术、面向对象的程序开发技术,同时采用Oracle RAC实时应用集群技术来保障系统数据库的高可用;在排班管理功能中引入了分组连续(APN)排班算法模式使得排班管理得到了大幅度优化;在预警功能中采用了移动百分位数法预警模型算法使得系统变得智能化、更高效,既体现了整体卫生应急指挥系统“平战结合”的思想,又提高了系统整体响应效率。实践证明本课题的研究方案是可行且具备较高的工程应用价值,具有一定的前瞻性。
[Abstract]:With the acceleration of the process of world economic integration and the gradual increase of economic and communication activities, population movements have become more and more frequent, which provides a good environment for the spread and outbreak of disease, and at the same time, the deterioration of the environment. The public health and health problems faced by our country are becoming more and more serious. Therefore, the safety of public health and the management of emergencies have become a very important and challenging task of health administration. How to make more efficient use of the existing resources and improve the ability of health administration to respond to public health emergencies and resist risks as much as possible is an important issue to be solved urgently. This topic comes from the actual project implemented by my internship unit for a city in our country. Through the construction of this project, it is of great significance to strengthen the emergency mechanism and capacity construction of public health emergencies in a city. The content of this paper is the integrated operation and management subsystem of health emergency command system. This subsystem is not only an important entrance to the external communication of the health emergency command system, but also an important embodiment of the "combination of peace and war" of the health emergency command system. It is also a gatekeeper to judge whether the incident information meets the requirements of emergency response. Through the construction of the system, the overall response efficiency and work efficiency of the health emergency command system can be effectively improved. The subsystem mainly includes seven sub-functions, including: information access, duty management, schedule management, information monitoring, special reporting, official document management, event management. The information access module is the main means for the duty management personnel to interact with the outside world. The duty management module provides the functions of registration, verification, filing and inquiry, scheduling management, duty personnel management and so on. The schedule management module provides the daily work arrangement management of the duty manager. the information monitoring module includes the functions of CDC epidemic situation information monitoring, direct reporting incident information monitoring, system early warning management, etc., and the special situation reporting module provides the editing and modification of the key situation. Delete, query, lead instruction and other functions, document management module to provide official documents receiving and receiving, query, event management module to provide event filing, maintenance, evaluation, historical event viewing and management functions. In the implementation of the system technology, the mature and stable development structure linux java Oracle,B/S computing mode, mobile communication technology, object-oriented program development technology are adopted. At the same time, Oracle RAC real-time application cluster technology is used to ensure the high availability of the system database. In the scheduling management function, the packet continuous (APN) scheduling algorithm model is introduced to optimize the scheduling management greatly. In the early warning function, the mobile percentile early warning model algorithm is used to make the system intelligent and more efficient, which not only embodies the idea of "the combination of peace and war" in the overall health emergency command system, but also improves the overall response efficiency of the system. The practice proves that the research scheme of this subject is feasible, has high engineering application value, and has certain foresight.
