土地利用结构及布局优化的“反规划”模式研究

【摘要】：自从人类社会出现以后,就与土地有着密不可分的联系,土地是人类进行生产活动的对象和载体。随着我国城镇化和工业化进程日益加快,土地资源的供求矛盾更加突出。为了缓解日益严峻的人地矛盾,科学合理的规划各类用地布局显得尤为必要。优化城乡用地结构和布局,实现土地资源的可持续利用是土地科学特别是土地利用学迫切需要解决的问题,也是新一轮土地利用总体规划修编重点研究的前沿和热点问题。传统的土地利用结构及布局优化都是先进行土地利用结构的调整,在此基础上再对土地利用进行优化布局。“反规划”理论采用的是一种逆向的思维,先对土地利用布局进行优化,依据布局结果调整土地利用结构,目的是为了防止建设用地的肆意扩张以及保护生态环境的安全。本文的研究内容共分为六个部分：第一部分的绪论主要介绍了本文的研究背景和研究意义、国内外关于土地利用结构及布局优化的研究综述、论文的研究目标、研究内容以及所采用的研究方法,其中系统的对国内外关于土地利用布局及结构优化的方法理论进行梳理是本文进行研究的基础。第二部分是对土地利用结构及布局优化的理论基础的介绍,对每个理论在指导土地利用结构及布局优化的具体实践意义方面进行了分析。第三部分深入的介绍“反规划”理念,把“反规划”理论与传统的规划理论进行了对比。第四部分将“反规划”理念引入土地利用结构及空间布局优化中,构建全新的土地利用结构及布局优化方法和模式。第五部分是论文的核心部分,以鄂尔多斯市乌审旗为例对土地利用结构及布局优化的“反规划”模式进行实证研究,得出通过“反规划”模式对土地利用结构及布局优化的方案,以期为土地利用结构和布局优化提供理念和方法上的借鉴。第六部分是论文的结论与展望。
[Abstract]:Since the emergence of human society, there has been a close relationship with land, which is the object and carrier of human production activities. With the acceleration of urbanization and industrialization in China. The contradiction between supply and demand of land resources is more prominent. In order to alleviate the increasingly severe contradiction between people and land, it is particularly necessary to plan all kinds of land use layout scientifically and rationally, and to optimize the structure and layout of urban and rural land use. The sustainable use of land resources is an urgent problem in land science, especially in land use science. Also is a new round of land use planning revision focus on the forefront and hot issues. Traditional land use structure and layout optimization is the first to adjust the land use structure. On the basis of this, we optimize the land use layout. The "anti-planning" theory adopts a kind of reverse thinking, which optimizes the land use layout and adjusts the land use structure according to the layout results. The purpose is to prevent the wanton expansion of construction land and to protect the ecological environment. The research content of this paper is divided into six parts: The first part of the introduction mainly introduces the research background and significance of this paper, the domestic and foreign research on land use structure and layout optimization, the research objectives of the paper. The research content and the research methods used in this paper are the basis of this paper. The systematic combing of the methods of land use layout and structure optimization at home and abroad is the basis of this paper. The second part introduces the theoretical basis of land use structure and layout optimization, and analyzes the practical significance of each theory in guiding the land use structure and layout optimization. The third part introduces the concept of anti-planning and compares the anti-planning theory with the traditional one. In the 4th part, the concept of "anti-planning" is introduced into the optimization of land use structure and spatial layout, and a new method and mode of land use structure and layout optimization is constructed. The 5th part is the core part of the paper. Taking Wuheng Banner of Ordos as an example, the "anti-planning" model of land use structure and layout optimization is studied empirically. The scheme of optimizing the structure and layout of land use by "anti-planning" mode is obtained in order to provide the ideas and methods for the optimization of the structure and layout of land use. Part 6th is the conclusion and prospect of the thesis.
