应对气候变化的控制性详细规划编制技术研究

【摘要】:近年来,全球气候变暖所造成的一系列气候问题频繁发生,给生态环境、人类活动、城市建设带来了多方面的不利影响,应对气候变化已成为国际关注的热点问题。城市作为人口及物资高密度的集聚地,是人们生存及活动的主要空间载体,是造成气候变化的主要源头,同时也是解决气候问题的关键切入点。在这一背景下,现行城市规划的编制思路正开始向应对气候变化的方向转变,而控制性详细规划作为我国城市规划编制体系中的重要层次和直接管理城市建设开发的主要依据,对于城市建设减排及增加气候灾害抵抗性具有积极的推动作用。本文以应对气候变化的控制性详细规划编制技术为对象展开了深入的研究,,旨在完善应对气候变化的城市规划编制体系,并为城市建设提供科学合理的规划技术支撑。 本研究主要运用系统分析、学科综合、归纳演绎等方法,对现有应对气候变化相关的城市规划理论研究及方法技术进行总结梳理,对控规编制的程序、主要内容和形式提出了初步构想。主要研究成果包括四个部分:第一部分阐述了应对气候变化的城市规划研究进展,从减缓气候变化和适应极端气候两个方面,总结了相关理论研究和规划实践,并提出对控规编制的借鉴作用;第二部分对现行控规编制应对气候变化的不足进行反思,提出在应对气候变化的城市规划体系框架下控规编制的关键领域和思路转变;第三部分从控规编制的原则、程序及成果内容入手,围绕应对气候变化的资料收集和问题研究、规划方案设计中相关技术手段的运用以及编制成果中需要增加的内容,提出具体编制工作方法;第四部分关注于应对气候变化的控规编制技术,首先提出包括气候类型分区、确定控规编制空间层级和主要内容、构建控制指标体系三部分的应对气候变化的控规工作路径,而后重点对基本控制内容和特殊地区控制内容进行了深入的分析和阐述,最后对应对气候变化的控规指标体系进行了解读。至此构建出了较为完善的应对气候变化的控规编制技术体系。
[Abstract]:In recent years, a series of climate problems caused by global warming have occurred frequently, which has brought many adverse effects to the ecological environment, human activities and urban construction. Coping with climate change has become a hot issue of international concern. As a high density of population and materials, cities are the main space carrier for people's survival and activities, and the main source of climate change. At the same time, it is also a key entry point to solve the climate problem. In this context, the current urban planning is beginning to change to the direction of climate change. And the control detailed planning is the important level in our country's urban planning system and the main basis for the direct management of urban construction and development. For urban construction emission reduction and increase the resistance to climate disasters has a positive role. This paper takes the detailed planning technology to deal with climate change as the object of in-depth study. The purpose of this paper is to perfect the urban planning system to cope with climate change and to provide scientific and reasonable planning and technical support for urban construction. This study mainly uses the methods of system analysis, discipline synthesis, induction and deduction to summarize the existing urban planning theories and methods related to climate change. The main content and form of the preliminary concept. The main research results include four parts: the first part describes the development of urban planning to deal with climate change, from the mitigation of climate change and adaptation to extreme climate two aspects. This paper summarizes the relevant theoretical research and planning practice, and puts forward the reference to the formulation of the control plan. In the second part, the author reflects on the deficiency of the current control system to deal with climate change, and puts forward the key areas and train of thought of the control planning under the framework of urban planning system to deal with climate change. The third part starts with the principles, procedures and results of planning, and focuses on the data collection and research on climate change. The use of relevant technical means in the planning scheme design and the content to be added to the compilation results, and the concrete working methods are put forward. The 4th part focuses on the technology of climate change control and planning. Firstly, it proposes to include climate type zoning, to determine the spatial level and main content of the control planning. Three parts of the control index system of the control of climate change control work path, and then focus on the basic control content and special area control content in-depth analysis and elaboration. Finally, this paper interprets the index system of climate change control and planning, and constructs a more perfect technical system of climate change control and planning.
