西安某村城中村改造工程的探讨与实践

【摘要】：当前，中国城市化水平不断提高，工业化进程不断加快，市场化体系逐渐完善，基本上进入以工促农、以城带乡的发展阶段，进入着力破除城乡二元结构、形成城乡经济社会发展一体化的关键时刻。城市化和城市空间的不断扩大已成为当今世界城市发展的总趋势，在城市扩大的进程中，大城市周边的城乡结合部处于城市之尾、农村之首的边缘地带，是城市加快扩张的重点区域。城乡结合部凭借城市的经济、市场、区位、技术等方面的优势支撑，由农村功能向城市功能过渡，担负着实现农业现代化、标准化、市场化、信息化、法制化等多重职能，是农村向城市转化的示范区，是城市发展不可逾越的环节。城乡结合部的和谐发展不仅对推动城市经济发展、加速城市化进程等方面具有重要的作用，而且对区域中心城市、周边地区乃至整个中国的和谐社会建设都具有极其重要的作用。本文以城市化、工业化、市场化不断推进及完善为背景，结合西安某城乡结合部的城中村改造，以社会发展、经济发展、土地利用、城乡规划管理、拆迁补偿、人口结构、管理模式等为主要因素，探讨与分析了在城乡结合部的城中村改造中的政府作用及工作方法，，为政府决策、社会和谐发展提供参考。
[Abstract]:At present, the level of urbanization in China continues to improve, the process of industrialization continues to accelerate, the market-oriented system is gradually improved, basically into the development stage of promoting agriculture by industry and taking cities and towns to the stage of development, and has entered into efforts to break down the dual structure of urban and rural areas. Urbanization and the continuous expansion of urban space have become the general trend of urban development in the world, in the process of urban expansion. The urban and rural areas around the big cities are at the end of the city and the first edge of the rural areas is the key area of urban expansion. The urban and rural areas depend on the economy, market and location of the city. Technology and other aspects of the advantages of support, from rural functions to urban functions transition, bearing the realization of agricultural modernization, standardization, marketization, information, legalization and other multi-functions, is a demonstration of the transformation from rural areas to urban areas. The harmonious development of urban and rural areas not only plays an important role in promoting urban economic development and accelerating the process of urbanization, but also plays an important role in regional central cities. The construction of a harmonious society in the surrounding areas and even in China as a whole plays an extremely important role. With the background of urbanization, industrialization and marketization, this paper combines the transformation of urban villages in a certain part of Xi'an with social development, economic development, land use, urban and rural planning and management. This paper discusses and analyzes the government functions and working methods in the transformation of urban villages in the combination of urban and rural areas in order to provide reference for government decision-making and harmonious development of society.
