【摘要】：公共服务设施是城市社会性服务业的依托载体,一直是城市规划工作的重要内容,是控制性详细规划的重要组成部分。未来几十年是我国城市化快速推进时期,城市扩容不可避免,城市边缘区是实现城市化的前沿区域。城市边缘区的发展特征与人口构成具有显著的特殊性,因此公共服务设施规划应考虑到未来的需求,避免资源的浪费。本文以杭州市西湖区城市边缘区中的留下街道为对象,基于已有的控规单元控制性详细规划成果,结合广泛的问卷调查,分析城市边缘区公共服务设施的发展特征,并引入不同族群对公共服务设施的需求具有差异性的考量,建构城市边缘区公共服务设施规划评估体系,对公共服务设施的规划编制和实施进行全面反思与检讨,最后提出城市边缘区的公共服务设施的规划配置改进策略,对杭州市城市边缘区的发展导控具有重要的示范意义。
[Abstract]:Public service facilities are the support carrier of urban social service industry, the important content of urban planning work, the important component of controlling detailed planning, and the period of rapid development of urbanization in China in the coming decades. Urban expansion is inevitable, and the urban fringe is the frontier area to realize urbanization. The development characteristics and population composition of the urban fringe have remarkable particularity, so the planning of public service facilities should take into account the future needs. Avoid waste of resources. Based on the detailed planning results of the existing control and planning units and the extensive questionnaire survey, this paper analyzes the characteristics of the development of public service facilities in the urban fringe areas of Hangzhou. By introducing different ethnic groups' different consideration on the demand of public service facilities, this paper constructs a planning and evaluation system of public service facilities in urban fringe areas, and makes a comprehensive reflection and review on the planning and implementation of public service facilities. Finally, this paper puts forward the strategies of improving the planning and allocation of public service facilities in the urban fringe areas, which has an important demonstration significance for the development and control of the urban fringe areas in Hangzhou.
