城乡一体化空间发展规划方法与技术创新研究

【摘要】：当前社会正处于全球化、信息化、市场化、城镇化四化并存的宏观大背景,“生态文明建设、经济建设、政治建设、文化建设、社会建设”五位一体,城镇建设具有复杂程度高、建设速度快、涉及规模大等特点。城乡规划专业背景上则是新城乡规划法出台下,一系列新型规划编制处于无序状态。本研究正是基于以上背景与问题的城乡一体化空间规划相关方法与技术探讨。本文扼要论述了城乡地域作为自然-生态-社会耦合开放复杂巨系统的系统性质以及城乡一体化空间发展规划的重要内容,提出了一般系统工程应用与城乡规划的不足之处,提出了应用事理工程编制城乡一体化规划的系统工程总框架,并将“定性到定量的综合集成研讨厅”方法和当今在国际上兴起的“地理设计技术”融入城乡规划事理系统工程,从而从方法上创新了城乡一体化的空间规划。最后,文章以长株潭城市群绿心地区空间发展规划为研究案例,贯穿长株潭城市群绿心地区空间发展规划中的数字绿心规划技术应用,着重分析与落实了绿心地区城乡一体化空间发展规划与布局。文章在整体研究思维的创新、研究内容的新角度切入、技术应用层面的创新性综合下,取得的研究结论有： (1)城乡一体化空间发展规划是在城乡空间的现状识别与评价分析的基础上,针对城乡各类用地、城乡空间一体化发展的总体战略、城乡基础设施、城乡生态环境保护、城乡空间布局的阶段性目标在空间上进行重构与布局,其空间发展模式可概括为：地域保护优先模式、城镇开发优先模式、城乡整合优先模式三种发展模式。 (2)创新并运用地理设计概念,构建网络与3S技术支持下的城乡规划地理设计模型,实现规划方案的构思与评估,并为多方参与研讨提供了可视化空间重构虚拟模型和相关信息支撑。 (3)以长株潭城市群绿心地区空间发展规划为研究案例,详细阐述城乡一体化的空间重构与布局。
[Abstract]:At present, the society is in the macroscopical background of globalization, information, marketization and urbanization. "Ecological civilization construction, economic construction, political construction, cultural construction, social construction" is a five-in-one body, and the urban construction has a high degree of complexity. The speed of construction is fast, involving the characteristics of large scale, etc. On the background of urban and rural planning, the new urban and rural planning law has been issued. A series of new types of planning are in disordered state. This study is based on the above background and problems of urban and rural integration of spatial planning related methods and techniques. This paper briefly discusses the system nature of urban and rural areas as a natural, ecological and social coupling open complex giant system and the important contents of urban and rural integration spatial development planning, and points out the shortcomings of general system engineering application and urban and rural planning. This paper puts forward the general framework of system engineering for compiling urban-rural integration planning by applying principle engineering, and integrates the method of "qualitative and quantitative integrated research hall" and the "geographical design technology", which is emerging in the world, into the system engineering of urban and rural planning. Finally, the paper takes the spatial development planning of Changsha-Zhuzhou-Xiangtan urban agglomeration as a case study. Through the application of digital green center planning technology in the spatial development planning of green core area of Changsha-Zhuzhou-Xiangtan urban agglomeration, the spatial development planning and layout of urban and rural integration in green heart area are analyzed and implemented emphatically. Under the innovation of the whole research thought, the new angle of the research content and the innovation synthesis of the technology application level, the research conclusions are as follows:. 1) the spatial development planning of urban and rural integration is based on the recognition and evaluation of the present situation of urban and rural space, the overall strategy of urban and rural land use, urban and rural spatial integration development, urban and rural infrastructure, and the protection of urban and rural ecological environment. The stage goal of urban and rural spatial layout is reconstructed and distributed in space, and its spatial development mode can be summarized as three development modes: priority mode of regional protection, priority mode of urban development, priority mode of urban and rural integration. 2) innovating and applying the concept of geographical design, constructing the urban and rural planning geographical design model supported by network and 3s technology, realizing the conception and evaluation of the planning scheme, It also provides visual space reconstruction virtual model and related information support for multi-party participation. The spatial reconstruction and layout of urban and rural integration are discussed in detail, taking the spatial development planning of the green heart area of Changsha-Zhuzhou-Xiangtan urban agglomeration as a case study.
