建筑施工企业项目管理的绩效评价研究

【摘要】:建筑行业是国民经济的重要组成部分之一,同时也是国民经济发展的支柱性产业之一。建筑行业不仅与广大人民的日常生活息息相关,还直接或者间接的影响到国民经济的发展状况。目前,施工项目管理制度在我国的建筑施工企业中全面推广开来,对建筑施工项目进行有效的绩效管理将会直接影响到建筑施工项目的质量。 国内外对项目管理的绩效考核的研究已有一定的基础,但是却并不丰富。项目绩效管理还没有形成一个完整、统一、标准的系统,尤其是在建筑施工项目方面,由于项目的一次性特点,对项目管理绩效考核的重点仍放在单纯的财务指标考核上,即通过对项目财务状况的考核来评价项目管理的绩效。这种考核方法着重于对静态的财务业绩评价,但是却忽视了动态的绩效管理,容易导致项目管理者追逐短期经济效益。与此同时,项目管理人员的未来成长空间、职业生涯规划等更是无从谈起。可能造成项目管理人员的流动性加大,项目质量难以保证。因此,建立一套完善、有效的绩效管理体系成为建筑施工企业进行有效管理的重中之重。 本文从建筑施工企业的特征入手,将人力资源管理相关理论与建筑施工项目管理的特点相结合,以建筑施工企业项目为研究对象,构建了一套适合于建筑施工项目的绩效管理体系,为将绩效管理引入到项目管理团队,提高管理团队的管理素质、激励管理团队、提高项目整体绩效等方面提供了可借鉴的思路以及方法。
[Abstract]:Construction industry is one of the important parts of national economy, and also one of the pillar industries of national economy development.Construction industry is not only closely related to people's daily life, but also directly or indirectly affects the development of national economy.At present, the construction project management system is popularized in the construction enterprises of our country, and the effective performance management of the construction project will directly affect the quality of the construction project.The research on performance appraisal of project management at home and abroad has a certain foundation, but it is not rich.The project performance management has not yet formed a complete, unified, standard system, especially in the construction project, because of the one-time characteristics of the project, the emphasis of the project management performance appraisal is still on the simple financial index appraisal.That is to evaluate the performance of project management through the evaluation of project financial situation.This method focuses on the static evaluation of financial performance, but neglects the dynamic performance management, which easily leads the project manager to pursue short-term economic benefits.At the same time, the project manager's future growth space, career planning is impossible.May result in increased mobility of project management personnel, project quality is difficult to ensure.Therefore, establishing a set of perfect and effective performance management system has become the most important task for construction enterprises.Starting from the characteristics of construction enterprises, this paper combines the theory of human resource management with the characteristics of construction project management, and takes the construction enterprise project as the research object.In order to introduce the performance management into the project management team, improve the management quality of the management team and motivate the management team, a set of performance management system suitable for the construction project is constructed.Improve the overall performance of the project and other aspects of ideas and methods can be used for reference.
