基于BMPs的湖南烈士公园雨水管理研究

【摘要】:美国BMPs体系经过40余年的发展成为了一套高效、绿色和完善的雨水管理措施体系,在国外雨水径流控制、雨水污染去除、雨洪灾害预防和雨水收集利用等雨水管理领域已经卓有成效。系统的研究BMPs措施体系并将其应用到国内雨水管理领域能给我国城市公园、城市绿地甚至整个城市的雨水径流流量控制、雨水径流污染与雨水资源紧缺等问题带来系统和高效的解决措施,对我国雨水管理具有重要的指导意义与参考价值。 本文以湖南烈士公园修建性详细规划项目作为本课题研究的基础,应用实地调查、文献查阅与图形数据分析等方法对湖南烈士公园雨水现状问题进行了总结与分析,针对湖南烈士公园现状从工程性BMPs措施与非工程性BMPs措施两个方面提出了BMPs应用措施体系,为公园控制雨水径流、消除雨水污染、循环利用雨水资源等雨水管理难题提出了高效的解决措施,也为我国其他城市公园和城市绿地的雨水管理提供有意义的借鉴。 (1)系统的总结了国内外BMPs、雨水管理与公园雨水管理研究现状及存在问题,阐述了BMPs在城市公园雨水管理中的优势,指出了BMPs体系在今后城市公园与城市绿地雨水管理中的重要意义。 (2)详细的介绍了BMPs体系中的各项工程性BMPs措施与非工程性BMPs措施。指出工程性BMPs措施主要包括土壤侵蚀预防与治理措施、渗透设施措施、过滤设施措施、收集存储设施措施、绿色基础设施措施、雨水设施综合应用措施、节水与生态水景营造措施等工程措施;非工程性BMPs措施主要包括法规制度、宣传教育与科研、规划设计、管理机构与人才队伍建设、新理念新技术、公众参与等管理措施。阐述了BMPs体系在控制雨水径流流量、清除雨水污染、循环利用雨水资源、预防雨洪灾害等雨水管理领域所产生的重要作用。 (3)总结并分析了湖南烈士公园的雨水现状与问题,针对公园雨水管理现状问题提出了相应的BMPs应用措施体系,不仅能有效控制公园雨水径流、去除雨水径流污染与营造优美水景,而且每年能收集雨水87269.97m3并节约水费约30余万元。 作为一个庞大的雨水管理措施体系,BMPs在城市绿地具有广阔的应用前景。但是,BMPs还有许多不足之处,需要我们在多学科工程师协作、BMPs措施控制径流与去除径流污染效益数量化、BMPs措施拓展以及建立场地BMPs评价体系等方面不断进行深入研究,为其将来在城市公园与城市绿地更广泛的应用奠定基础。
[Abstract]:After more than 40 years of development, the BMPs system of the United States has become a set of efficient, green and perfect Rain Water management measures system.Rain-flood disaster prevention and Rain Water collection and utilization of such areas as Rain Water management has been fruitful.The systematic study of BMPs measure system and its application in the field of domestic Rain Water management can control the runoff flow in urban parks, urban greenbelts and even the whole city,The problems of Rain Water runoff pollution and the shortage of Rain Water resources bring about systematic and efficient solutions, which have important guiding significance and reference value for the management of Rain Water in our country.Based on the detailed planning project of Hunan Martyrs Park, this paper summarizes and analyzes the current situation of Rain Water in Hunan Martyrs Park by means of field investigation, literature review and graphic data analysis.In view of the present situation of Hunan Martyrs Park, this paper puts forward the application measure system of BMPs from two aspects of engineering BMPs measure and non-engineering BMPs measure, in order to control Rain Water's runoff and eliminate Rain Water pollution in the park.This paper puts forward some effective measures to solve the difficult problems of Rain Water management, such as the recycling of Rain Water resources. It also provides a meaningful reference for the management of other urban parks and urban green spaces in China.This paper systematically summarizes the present situation and existing problems of BMPs, Rain Water management and park Rain Water management at home and abroad, and expounds the advantages of BMPs in the management of urban park Rain Water.This paper points out the importance of BMPs system in the future management of urban park and urban green space Rain Water.The measures of engineering BMPs and non-engineering BMPs in BMPs system are introduced in detail.It is pointed out that engineering BMPs measures mainly include soil erosion prevention and control measures, infiltration facilities measures, filtration facilities measures, collection and storage facilities measures, green infrastructure measures, Rain Water facilities comprehensive application measures.Non-engineering BMPs measures mainly include legal system, propaganda, education and research, planning and design, management organization and talent team construction, new idea and new technology, public participation and so on.This paper expounds the important role of BMPs system in the management fields of Rain Water, such as controlling runoff discharge of Rain Water, cleaning up Rain Water pollution, recycling Rain Water resources and preventing rain and flood disasters, etc.This paper summarizes and analyzes the current situation and problems of Rain Water in Hunan Martyrs Park, and puts forward the corresponding BMPs application measure system in view of the current situation of the management of the park Rain Water, which can not only effectively control the runoff of the park, but also control the runoff of the park.Removing runoff pollution and creating beautiful waterscape by Rain Water can collect Rain Water 87269.97m3 every year and save water cost about 300,000 yuan.As a huge management system of Rain Water, BMPs has a broad application prospect in urban green space.However, there are still many shortcomings in BMPs, which need to be further studied in the fields of multi-disciplinary engineers' collaboration in controlling runoff and reducing runoff pollution benefits, and the expansion of BMPs measures and the establishment of site BMPs evaluation system.It will lay a foundation for its wider application in urban parks and urban green space in the future.
