深圳国际低碳城空间规划指标体系构建研究

【摘要】:低碳理念从提出至今在规划领域中尚属一个前沿性的学科热门话题,“低碳城市”、“低碳生态城”建设蓬勃兴起,各种指标体系多是根据经济、社会、资源、环境等方面进行指标分类,专门针对低碳城市空间规划的指标体系比较少,并且对深圳国际低碳城的针对性不大。所以有必要对深圳国际低碳城的空间规划方面的指标体系进行研究。 低碳城是在既有建筑基础上进行的更新改造和低碳建设,更新过程是否低碳会直接影响城市空间规划方面的低碳程度,所以指标体系中应设置低碳更新方面的内容,以及一系列衡量低碳更新方面的定量指标。 为了使空间规划在低碳城建设中能更好规划出“低碳”的城市空间结构,降低整个低碳城空间方面的碳排,有必要研究空间规划方面的影响要素。通过大量关于低碳城市及低碳城市规划的文献的阅读、梳理、总结,将其中关于城市空间规划的要素进行分类、总结。得到低碳城空间规划的五大目标建构方向,分别是:低碳更新方式多元化、土地利用集约、交通系统优化、自然环境改善和市政公共配套设施完善。 国内外关于指标体系的建构方法已有了一定的研究基础,通过研究以往指标体系的建构方法,初步建立低碳指标体系的框架,整个指标体系框架采用递阶层次结构,这种结构可以把综合目标分解成具体的定量的可衡量的指标。所以本次采用由总目标层、子系统层、路径层和指标层按照一定的结构组成指标体系的框架。总目标是建立深圳国际低碳城在城市更新背景下的低碳空间规划指标体系,子系统层是五大目标建构方向,每个子系统层由不同的路径层来解释,每个路径层由不同的指标层来衡量。 指标层主要是通过对国内外低碳相关指标体系的搜集得到指标库,根据低碳空间规划目标建构的原则进行指标初选,,得到初选指标库;再对初选指标库中的指标进行一定的筛选、合并和指标参考值处理,最终得到指标体系中的指标层。指标层、路径层、子系统层和总目标层通过合理的分类和组织共同构成了一个控制、衡量和反映低碳城的空间规划是否低碳的指标体系。 低碳城空间规划的指标体系对低碳城的建设有一定的指导价值,也可以使低碳城可以同国内外其他低碳生态城进行横向比较,以及低碳城自身的纵向比较和调整。
[Abstract]:Since the concept of low carbon was put forward, it is still a leading subject hot topic in the field of planning. The construction of "low-carbon city" and "low-carbon ecological city" is booming, and the various index systems are mostly based on economy, society and resources.The index system for the spatial planning of low-carbon cities is less than that for the international low-carbon cities in Shenzhen.So it is necessary to study the index system of space planning of Shenzhen international low-carbon city.Low-carbon city is based on the existing building renovation and low-carbon construction, whether the regeneration process will directly affect the low-carbon degree of urban spatial planning, so the index system should be set low carbon renewal content.And a series of quantitative measures of low carbon regeneration.In order to make spatial planning better plan "low-carbon" urban spatial structure and reduce carbon emission in the whole low-carbon city space, it is necessary to study the influence factors of spatial planning.Through reading, combing and summing up a lot of literature about low-carbon city and low-carbon city planning, classifying and summing up the elements of urban spatial planning.The five goals of low-carbon city spatial planning are as follows: diversification of low-carbon renewal mode, intensive land use, optimization of transportation system, improvement of natural environment and perfection of municipal public facilities.There has been a certain research foundation on the construction method of the index system at home and abroad. By studying the construction method of the former index system, the frame of the low carbon index system is established preliminarily, and the whole index system frame adopts the hierarchical structure.This structure can decompose the integrated objectives into specific quantitative measurable indicators.Therefore, the framework of index system is composed of total target layer, subsystem layer, path layer and index layer according to certain structure.The overall goal is to establish a low carbon spatial planning index system of Shenzhen International Low-Carbon City under the background of urban renewal. The sub-system layer is the direction of construction of the five major objectives, and each subsystem layer is explained by a different path layer.Each path layer is measured by a different indicator layer.The index layer is mainly through the collection of low-carbon index system at home and abroad to obtain the index database, according to the principle of low carbon spatial planning goal construction principle, the primary index database is obtained.Then the indexes in the primary index database are screened, merged and treated with the index reference value, and finally the index layer in the index system is obtained.The index layer, path layer, subsystem layer and total target layer constitute a control system through reasonable classification and organization to measure and reflect whether the spatial planning of low-carbon city is a low-carbon index system.The index system of low carbon city spatial planning has certain guiding value to the construction of low carbon city. It can also make the low carbon city compare horizontally with other low carbon ecological cities at home and abroad, as well as the vertical comparison and adjustment of low carbon city itself.
