哈雄文与中国近现代城市规划

【摘要】：哈雄文是中国近现代城市规划史上颇具影响的城市规划专家,他出身于清末儒将家庭；拥有留学美国宾夕法尼亚大学建筑系的教育背景；回国初期加入中国建设师学会、任教于沪江大学；曾效力于国民政府内政部营建司,主管城市规划与建筑工作；新中国成立以后投身中国现代城市规划教育。哈雄文身兼工程专家、政府官员、教育学者的多重身份,是近代屈指可数的能提及到“中国”城市规划层面的具有典型代表性和影响力的人物。中国近代城市规划行政体系与城市规划制度体系的建立与完善过程,正是中国近代城市规划逐步走向成熟的两个重要节点。哈雄文在国民政府内政部营建司任职期间,城市规划行政经历了从各地方自下而上的城市规划行政机构到中央自上而下的统一的城市规划行政体系的变革,并成立了城市规划编制与设计机构；城市规划制度从各自为政的《建筑规则》走向了全国统一的《都市计划法》和《建筑法》,哈雄文为立法工作的完成做出了重大贡献。另外哈雄文的城市规划思想与学术主张也是本文的研究重点之一。他提倡城市规划活动的制度化,认为战后是城市建设的良机,他主张学习西方先进的规划理论与方式,他的城乡统筹建设思想至今仍有借鉴价值。笔者尽可能多的收集同哈雄文相关的史实资料,并对其人和他的城市规划思想进行了比较系统和全面的研究分析和评述,归纳其城市规划实践和富有首创性的城市规划制度建设,从技术、管理多方面,多视角来评析哈雄文为近代城市规划所做的贡献和重要性。以期在弥补学术界对哈雄文这一关键人物研究较少的同时,总结今日城市规划方面面的经验和教训,为中国现代城市未来的发展和城市化进程提供参考与启示,使研究更具有现实意义。
[Abstract]:Ha-Xiong Wen is an influential urban planning expert in the history of modern urban planning in China. He was born in the late Qing Dynasty, with an academic background in the Department of Architecture at the University of Pennsylvania, and joined the Chinese Institute of Architects at the beginning of his return to China.He taught at Hujiang University; worked for the Department of Construction of the Ministry of the Interior of the National Government in charge of urban planning and construction; devoted himself to modern urban planning education in China after the founding of the people's Republic of China.As an engineering expert, government official and educator, he is one of the few representative and influential figures in modern times who can mention the level of "China" urban planning.The process of establishing and perfecting the administrative system of urban planning and the system of urban planning in modern China is just two important nodes for the maturation of urban planning in modern China.During his tenure in the Department of Construction and Construction of the Ministry of Interior of the National Government, the administration of urban planning underwent a transformation from the local bottom-up urban planning administration to the central top-down unified urban planning administrative system.The system of urban planning has changed from "Building rules" to "Urban Planning Law" and "Building Law", and Ha-Xiong Wen has made great contributions to the completion of legislation.In addition, Ha-Xiong Wen's urban planning ideas and academic ideas are also one of the key points of this paper.He advocates the institutionalization of urban planning activities, thinks that postwar is a good opportunity for urban construction, he advocates to study the advanced planning theory and methods in the West, his thought of urban and rural overall planning construction still has reference value up to now.The author collects as many historical facts as possible and makes a systematic and comprehensive analysis and comment on his people and his urban planning thoughts.This paper summarizes the practice of urban planning and the construction of the original urban planning system, and evaluates the contribution and importance of Ha-Xiong Wen to modern urban planning from the aspects of technology, management and many perspectives.In order to make up for the lack of academic research on this key figure, summarize the experience and lessons of today's urban planning, and provide reference and inspiration for the future development and urbanization process of modern cities in China.Make the research more practical significance.
