郑州市中心城区中小学用地布局优化研究

【摘要】：中小学用地作为城市基础教育设施空间落实的基础,在布局安排和建设使用的过程中,除了要满足自身的功能需求之外,更重要的是应发挥其所能产生的社会、经济效益,保障城市空间结构的完整性,为城市整体发展创造条件。随着最新《城市用地分类与规划建设用地标准》的颁布实施,中小学用地在城市建设用地中的地位逐渐凸显,完善城市中小学教育设施的空间均衡化配置、提高城市中小学土地资源利用效率、强调城市中小学控制与发展之间的弹性关系已经成为中小学布局工作中的重点内容。本文在阅读相关专业文献的基础之上,总结国内外关于中小学用地布局调整及优化的先进经验,结合郑州市中小学用地情况,重点分析城市基础教育设施的现状使用条件,总结中心城区中小学用地特征及存在的问题,提出城市中小学建设用地布局优化的总体思路和基本原则,最终在空间利用方面、用地达标方面以及资源配置方面给出优化策略和政策建议,以促进郑州市中心城区中小学建设用地布局的进一步优化和完善。论文共分为四个部分：第一部分：提出问题,包括文章的第一章、第二章。其中,第一章为绪论部分,介绍研究背景、研究意义、研究方法和研究思路。第二章为理论概述,明确相关概念和研究范畴,总结国内外研究现状。第二部分：分析问题,包括文章的第三章、第四章。针对郑州市中小学现状建设用地情况,运用科学方法,分类型、区域、规模、人均情况等要素进行归纳总结。在详细分析的基础上,概括出郑州市中小学用地的主要特征。第三部分：解决问题,包括文章的第五章、第六章。首先,明确了郑州市中小学用地布局优化的总体思路和基本原则。其次,针对郑州市中小学用地布局中所存在的具体问题,制定相应的优化策略和实施途径。第四部分：结论与展望,主要是文章的第七章。对论文进行概括性总结,并指出文章的局限性及未来的研究设想。
[Abstract]:Primary and secondary school land use is the basis of the implementation of urban basic education facilities. In the process of layout arrangement and construction and use, in addition to meeting its own functional needs, it is more important to give full play to the social and economic benefits it can produce. To ensure the integrity of the urban spatial structure and create conditions for the overall development of the city. With the promulgation and implementation of the latest Standard of Urban Land Classification and Planning and Construction Land, the status of primary and secondary school land in urban construction land has gradually become prominent, and the spatial equalization of urban primary and secondary school education facilities has been improved. To improve the efficiency of land resources utilization in urban primary and secondary schools and to emphasize the elastic relationship between the control and development of urban primary and secondary schools has become an important content in the layout of primary and secondary schools. On the basis of reading relevant professional literature, this paper summarizes the advanced experience of adjustment and optimization of land use in primary and secondary schools at home and abroad, combining with the situation of primary and secondary schools in Zhengzhou, analyzes emphatically the present conditions of basic education facilities in the city. This paper summarizes the characteristics and existing problems of urban primary and secondary schools' land use, puts forward the general ideas and basic principles of optimizing the layout of urban primary and secondary schools' construction land, and finally, in the aspect of space utilization, In order to promote the further optimization and improvement of the layout of primary and secondary schools in Zhengzhou city center, the optimization strategies and policy suggestions are given in terms of land standard and resource allocation. The thesis is divided into four parts: The first part: raises the question, including the first chapter, the second chapter. The first chapter is the introduction, which introduces the research background, research significance, research methods and research ideas. The second chapter is a theoretical overview, clear related concepts and research categories, summarized the current situation of research at home and abroad. The second part: analysis of the problem, including the third chapter, the fourth chapter. In view of the present situation of construction land in primary and secondary schools in Zhengzhou, scientific methods are used to sum up the factors such as type, region, scale, per capita situation and so on. On the basis of detailed analysis, the main characteristics of primary and secondary land use in Zhengzhou are summarized. The third part: solve the problem, including the fifth chapter, the sixth chapter. First of all, the author clarifies the general idea and basic principles of the layout optimization of primary and secondary schools in Zhengzhou. Secondly, aiming at the concrete problems existing in the layout of primary and secondary school land in Zhengzhou, the author formulates the corresponding optimization strategy and implementation way. The fourth part: conclusion and prospect, mainly the seventh chapter of the article. This paper summarizes the paper, and points out the limitations of the article and future research ideas.
