基于紧凑化的沈阳城市发展研究

【摘要】:随着我国城市化进程的推进,城市经济快速增长,城市面积不断增加,城市人口逐渐涌入。城市朝着更高的密度方向发展。然而,在当前的城市规划与城市建设过程中缺乏系统的、科学性、可持续性的指导。城市土地不断扩张,城市快速发展所带来的城市问题逐渐显现,“摊大饼”式的城市发展层出不穷。在城市经济高速增长的背景下,城市发展的弊端及城市问题被经济大好趋势所遮蔽。如何在城市快速发展的基础上保持城市的可持续发展,维护城市效率的高效性,预防并解决城市发展过程中出现的城市问题,促进城市朝着紧凑、可持续的方向继续发展成为未来城市建设发展急需解决的问题。 本文结合对紧凑城市案例及相关理论政策的研究,对近15年《中国城市规划年鉴》《中国城市建设统计年鉴》《沈阳统计年鉴》相关统计数据的采集、整理,针对沈阳城市发展现状及紧凑趋势,结合前人对城市紧凑度的研究成果与方法对沈阳市市辖区的城市紧凑度进行综合评价与分析,通过对沈阳城市紧凑度的综合评价,研究影响沈阳城市紧凑化发展的重要因素。 发现虽然沈阳城市紧凑度相较于15年前有了一定的提升,但是城市紧凑程度仍然较低,城市形态紧凑度不高,城市人口发展与城市土地增长弹性系数长期处在不合理范畴之内,近10年来这种不合理趋势不断扩大;城市面积增长区域的GDP虽然保持增长趋势但是其固定投入资本与GDP产出呈不平衡发展;城市交通体系逐渐被小汽车交通所主导,城市公共交通体系不够完整,城市人口与土地增长的不平衡、城市建设土地欠科学增长及公共交通体系的欠发展是影响城市紧凑化发展的主要因素。 根据城市紧凑分析结果,借鉴对国内外紧凑城市建设案例及其向对应的城市紧凑问题政策与措施的研究,提出了适宜沈阳城市现状的紧凑化的城市规划发展的相关政策建议,认为沈阳的城市发展应立足于城市人口增长平缓的现状条件下,采取高效的土地规划、开发、利用、管理模式,提高城市土地利用效率;加快以公共交通为主导的城市交通体系改革与建设,提高城市交通效率;加强城市基础设施的管理与规划建设,保证社会稳定;同时保护城市生态环境,创造宜居的城市生活空间。
[Abstract]:With the advancement of urbanization in China, the urban economy is growing rapidly, the urban area is increasing, the urban population is gradually pouring into the city. The city is developing towards a higher density. However, in the process of urban planning and urban construction, there is a lack of systematic, scientific and sustainable guidance in the process of urban planning and urban construction. The urban land is expanding and the city is developing rapidly. The urban problem has gradually emerged, and the urban development of "pancake" style is emerging in an endless stream. In the background of the rapid growth of the city economy, the malpractice of urban development and the urban problem are obscured by the great economic trend. How to maintain the sustainable development of the city on the basis of the rapid development of the city, safeguard the efficiency of urban efficiency and prevent the city's efficiency And to solve the urban problems in the process of urban development, to promote the city's compact and sustainable development has become an urgent problem to be solved in the future of urban construction and development.
Based on the study of the compact city cases and related theories and policies, this paper collects the statistics data of China's urban planning Yearbook > < China's urban construction statistics yearbook > < Shenyang statistical yearbook > < Shenyang statistical yearbook > in recent years, and collects the current situation and compact trend of Shenyang city development, and combines the previous research results and methods of the city compactness to Shenyang The city compactness of city and city area is evaluated and analyzed comprehensively. Through comprehensive evaluation of Shenyang City compactness, the important factors that affect the compact development of Shenyang city are studied.
It is found that city compact degree is still lower than 15 years ago in Shenyang, but city compact degree is still low, urban form compact is not high, urban population development and urban land growth elasticity coefficient are in the unreasonable category for a long time. In the last 10 years this kind of irrational trend has been expanding continuously; the area of urban area growth is GDP While maintaining the growth trend, its fixed investment capital and GDP output are unbalanced development; urban transportation system is gradually dominated by car traffic, urban public transportation system is not complete, urban population and land growth is not balanced, urban construction land is underdeveloped and public transportation system is underdevelopment. The main factor in the development.
According to the result of city compact analysis and the study on the construction cases of compact cities at home and abroad and their corresponding policies and measures to the corresponding urban compact problems, this paper puts forward the relevant policy suggestions for the compact urban planning and development suitable for the present situation of Shenyang City, and thinks that the urban development of Shenyang should be based on the current situation of the slow population growth in urban areas. To improve urban land use efficiency, improve urban land use efficiency, speed up the reform and construction of urban transportation system dominated by public transportation, improve urban traffic efficiency, strengthen the management and planning of urban infrastructure, guarantee social stability, protect the urban ecological environment and create the appropriate environment.
