大城市近郊区产业空间统筹规划策略研究

【摘要】：作为我国城市化最迅速、最直接区域，大城市近郊区存在着严重的城乡规划失效现象。各类规划相互冲突、“朝出夕改”，导致近郊区城乡空间管理与建设混乱，对城市的公平发展与可持续发展造成威胁。急需针对我国近郊区城乡空间发展的特殊性，对城乡规划策略进行研究。产业空间的迅速聚集是近郊区城市化的显著特点，，产业空间的非统筹发展，导致了近郊区城市空间与乡村空间、产业空间与非产业空间、各种类型产业空间之间矛盾凸显，这一现象在我国中西部大城市格外明显。我国大城市近郊区以产业空间为先导进行城市空间建设，城乡规划未能充分考虑产业空间发展规律是导致规划失效的核心原因之一。为解决这一问题，本文将产业空间发展规律引入城乡规划的制定与管理中，并提出相关策略。首先通过对我国大城市近郊区产业空间发展现状进行总结，得出近郊区产业空间的发展趋势；随后对大城市近郊区产业空间发展动力机制、优势产业的空间需求及空间发展模式进行研究，从各类产业的空间需求角度提出对城乡规划的要求；在此基础上，提出了大城市近郊区产业空间整合思路，以及基于大城市近郊区产业空间统筹的城乡规划策略和制度创新策略。本文认为在城乡规划制定过程中应当从产业空间的有限增长、有序增长、紧凑增长、可持续增长与和谐增长五个角度，实现产业空间的统筹发展，并通过开展顶层设计、行政管理统筹、招商引资前置及弹性实施等管理制度创新，保障城乡规划的合理制定与有效实施。本文希望通过对大城市近郊区产业空间统筹规划的研究，探索将产业空间发展需求与规律引入城乡规划制定与城市管理体系。为通过大城市近郊区产业空间统筹提高城乡规划的科学性、促进城乡空间一体化发展提供以期借鉴的策略。
[Abstract]:As the most rapid and direct region of urbanization in our country , there are serious urban and rural planning failures in the suburbs of large cities . All kinds of planning are in conflict with each other . The development of urban and rural space is threatened by the chaos of urban and rural spatial management and construction . It is urgent to study the urban and rural planning strategies for the particularity of urban and rural spatial development in China .

The rapid accumulation of industrial space is the remarkable characteristic of urbanization in the suburbs and the non - integrated development of industrial space , which leads to the contradiction between urban space and rural space , industrial space and non - industrial space and various industrial spaces . This phenomenon is one of the core causes of planning failure . In order to solve this problem , this paper introduces the law of industrial space development into the formulation and management of urban and rural planning , and puts forward relevant strategies .

Firstly , through summing up the present situation of industrial space development in the suburb of China ' s big cities , the development trend of industrial space in the suburb is obtained .
Then the paper studies the dynamic mechanism of industrial space development , the space requirement and the spatial development model of the industrial space in the suburb of the big cities , and puts forward the requirement of urban and rural planning from the viewpoint of space demand of all kinds of industries ;
On the basis of this , the paper puts forward the idea of urban and rural industry spatial integration and the strategy of urban and rural planning and system innovation based on the integrated urban and rural industry space . In this paper , it is believed that the development of industrial space should be realized from the limited growth of industrial space , orderly growth , compact growth , sustainable growth and harmonious growth in the development of urban and rural planning .

This paper hopes to explore the development of urban and rural planning and urban management system through the research on the planning of industrial space in the suburb of big cities . In order to improve the scientific nature of urban and rural planning through the urban and rural industrial space planning , the strategy of promoting the development of urban and rural spatial integration is provided .
