资阳市土地利用规划环境影响研究

【摘要】：土地利用总体规划是对规划地区土地利用前期的计划和安排，编制结果是否合理将决定区域土地是否可持续利用。而评价土地利用总体规划的生态环境影响是规划编制过程中从规划初期防控减缓规划实施可能带来的区域环境不利影响的重要组成部分。然后我国土地利用总体规划的生态环境影响评价尚不多，这是因为我国土地利用总体规划的核心目标主要集中在建设项目与区域开发活动上。而随着经济快速发展，我国土地利用结构也发生着翻天覆地的变化，其影响已经产生了较严重的生态环境问题。因此，土地利用总体规划的生态环境影响评价成为需要研究的重要问题。本文在对土地利用总体规划及环境影响评价相关理论和方法、以及国内外研究进展进行深入分析的基础上，提炼了土地利用总体规划环境影响评价步骤和方法。选择资阳市为例，在对资阳市土地利用总体规划环境影响识别的基础上，构建环境影响评价指标体系，，通过专家打分法对指标进行分值赋予，采用层次分析法和综合评价法对资阳市土地利用总体规划的上一轮规划方案和新一轮规划方案进行了评价和比较分析，结论表明新一轮规划方案的环境保护目标总分值高于上一轮规划方案，可作为资阳市土地利用总体规划的依据。
[Abstract]:The overall planning of land use is the plan and arrangement of the early stage of land use in the planning area. Whether the result of compilation is reasonable or not will determine whether the regional land can be used sustainably or not. The evaluation of the ecological environmental impact of the overall land use planning is an important part of the regional environmental adverse impact caused by the prevention and control of the implementation of the plan from the initial stage of planning. Then there are not many eco-environmental impact assessments in China's land use master planning, which is because the core objectives of the overall land use planning in China are mainly focused on construction projects and regional development activities. With the rapid development of economy, the structure of land use in our country has also undergone earth-shaking changes, which has produced serious ecological and environmental problems. Therefore, the ecological environmental impact assessment of land use master planning has become an important issue to be studied. Based on the deep analysis of the theories and methods of land use overall planning and environmental impact assessment, as well as the research progress at home and abroad, this paper refines the steps and methods of environmental impact assessment for overall land use planning. Taking Ziyang city as an example, on the basis of identifying the environmental impact of the overall land use planning in Ziyang city, the index system of environmental impact assessment is constructed, and the index value is given by the expert scoring method. In this paper, AHP and comprehensive evaluation methods are used to evaluate and compare the last and the new planning schemes of the overall land use planning in Ziyang City. The conclusion shows that the total score of the environmental protection target of the new round planning plan is higher than that of the last one, and it can be used as the basis of the overall land use planning in Ziyang city.
