公私合作制（PPP）项目的动态利益分配研究

【摘要】：本文在分析我国PPP项目利益分配研究现状的基础上,运用利益相关者理论,基于对PPP项目运行方式的研究,对PPP项目利益相关者进行了定义和分类,并参考生物细胞的组织结构创新性的建立了PPP项目细胞式组织结构体系,为PPP项目利益相关者相互间关系的研究提供了新的研究思路,明确了项目利益分配的主要研究对象。针对动态利益分配研究的空白,应用风险理论、满意度理论、绩效评价理论、模糊层次分析法等,提出了基于任务重要性、满意度和实际贡献大小的三阶段PPP项目全寿命动态利益分配方案。第一阶段,构建基于shapely值法的任务重要性系数评价指标体系,用以衡量公私双方承担的任务对项目总体目标的价值贡献,作为利益初步分配的依据。第二阶段,在对初始利益分配方案进行满意度及改进建议调查的基础上,应用基于满意度的不对称Nash协商模型对初步利益分配结果进行基于满意度的协商调整。第三阶段,提出了阶段性任务绩效评价指标体系,以评价公私双方在项目实际运行中的贡献大小,作为项目利益分配最终确定的参考。概括起来,本文在对PPP项目利益相关者研究的基础上,设计出基于任务重要性的初步分配、基于满意度的协商调整、基于实际贡献大小的最终确定的三步骤PPP项目公私双方动态利益分配系数确定模型。
[Abstract]:Based on the analysis of the present situation of PPP project benefit distribution research , this paper defines and classifies the PPP project stakeholders based on the research on the operation mode of PPP project .

Aiming at the blank of dynamic benefit distribution research , the three - stage PPP project full - life dynamic benefit distribution scheme based on task importance , satisfaction and actual contribution size is put forward based on the theory of risk theory , satisfaction theory , performance evaluation theory and fuzzy analytic hierarchy process .

In the first stage , a task importance coefficient evaluation index system based on the shapely value method is constructed to measure the value contribution of the tasks undertaken by both the public and private parties to the overall objective of the project as the basis for the preliminary distribution of benefits .

In the second stage , on the basis of satisfaction and improvement suggestion survey of initial benefit distribution scheme , the satisfaction - based negotiation adjustment based on the satisfaction - based asymmetric Nash negotiation model is applied to the results of initial benefit distribution .

In the third stage , a phase task performance evaluation index system is proposed to evaluate the contribution of both public and private parties in the actual operation of the project as a reference for the final determination of the project benefits .

Based on the research of PPP project stakeholders , this paper designs the initial allocation based on the importance of the task , the negotiation adjustment based on the satisfaction degree , the final determination based on the actual contribution size , and the dynamic benefit allocation coefficient of the PPP project .
