基于相关基础工程建设的水利风景区规划设计研究

【摘要】:水利风景区的建设在保护水资源、修复水生态、维护水工程安全等方面发挥了重要作用,且开展水利旅游,促进水经济发展,弘扬水文化,推进生态文明建设。鉴于水利风景区发展的优势和为社会带来的各方面效益,近几年来,水利部大力倡导将水利资源丰富的地区发展成为景区,但由于缺乏国家专项资金支持,景区建设的前期投资又非常大,致使水利风景区的基础设施建设落后,交通道路不发达,难以满足日益增长的旅游市场需求;且水利风景区的建设囊括了很多的相关基础工程,如水生态环境保护与修护、水土保持、除险加固、防洪防汛、灌区节水、森林防火等,而相关基础工程往往作为专项而单独成立,运用政府资金分别进行治理,很少考虑到与景区的结合建设,进行系统化的规划统筹,造成了建设的重复,资金和资源的浪费。 文章以改善水利风景区、相关基础工程重复建设现象及部分解决水利风景区的建设资金问题为出发点。总结了国内外水利风景区的理论研究和发展现状。对水利风景区建设项目类型进行归纳,系统分析了结合相关基础工程建设的水利风景区规划设计中存在的问题,如:工程防护、水生态环境、景观营造的矛盾;经济效益和生态效益的矛盾等。对相关规范、法规加以解读,,从政策和技术层面上进行探讨,并结合相关的实践案例,提出基于相关基础工程建设的水利风景区规划设计方法。主要结论如下: (1)政策层面上:通过对相关政策法规的解读,提出水利风景区结合相关基础工程建设要在规划层面上进行统筹,与周边环境进行良好调控,建立完整的流域生态系统,全面协调景区资源的保护的开发利用关系。在资金的投入方面,要落实相关政策标准,拓宽投融资渠道。在管理体制上,要处理好水利风景区与周边环境的关系,注重水利人才的培养,成立水利风景区建设与管理中心,保障景区的有序化发展。 (2)技术层面上:探讨了生态工程技术在水利风景区中的应用,并对滨水景观建设与河流保护进行分析,提出水工建筑与景观的统筹规划设计方法,最后对多重功能的植物景观营造技术进行探讨。
[Abstract]:The construction of water conservancy scenic spots plays an important role in protecting water resources, restoring water ecology, maintaining water engineering safety, and carrying out water conservancy tourism, promoting water economy development, carrying forward water culture and promoting the construction of ecological civilization. In view of the advantages of the development of water conservancy scenic spots and the benefits brought to society in various aspects, in recent years, the Ministry of Water Resources has vigorously advocated the development of areas rich in water resources into scenic spots, but due to the lack of special state funds, The early investment in the construction of the scenic area is also very large, resulting in the backwardness of the infrastructure construction of the water conservancy scenic spot, the underdevelopment of the traffic road, and the difficulty in meeting the increasing demand of the tourism market. Moreover, the construction of the water conservancy scenic spot includes a lot of related basic projects. For example, water ecological environment protection and repair, soil and water conservation, danger removal and reinforcement, flood prevention, water saving in irrigation areas, forest fire prevention, and so on, while related basic projects are often set up as special projects and separately managed with government funds. Little consideration is given to the combination of construction with scenic spots, and systematic planning and coordination have resulted in duplication of construction and waste of funds and resources. The paper starts from improving the water conservancy scenic spot, the phenomenon of repeated construction of related basic engineering and partly solving the construction fund problem of water conservancy scenic spot. Summarized the domestic and foreign water conservancy scenic spot theory research and the development present situation. The types of construction projects of water conservancy scenic spots are summarized, and the problems existing in the planning and design of water conservancy scenic spots, such as engineering protection, water ecological environment and landscape construction, are systematically analyzed. The contradiction between economic benefit and ecological benefit. This paper interprets the relevant norms and regulations, probes into the planning and design methods of water conservancy scenic spots based on the related basic engineering construction from the policy and technical level, and combines the relevant practical cases. The main conclusions are as follows: at the policy level: through the interpretation of the relevant policies and regulations, it is proposed that the water conservancy scenic spots should be coordinated at the planning level and be well regulated with the surrounding environment in combination with the related basic engineering construction. Establish a complete watershed ecosystem and coordinate the exploitation and utilization of scenic area resources. In terms of capital investment, we should implement relevant policy standards and broaden the channels of investment and financing. In the management system, it is necessary to properly handle the relationship between the water conservancy scenic spots and the surrounding environment, pay attention to the training of water conservancy talents, and establish a water conservancy scenic spot construction and management center. On the technical level, the application of ecological engineering technology in water conservancy scenic spot is discussed, and the waterfront landscape construction and river protection are analyzed. This paper puts forward the overall planning and design method of hydraulic architecture and landscape, and finally discusses the construction technology of plant landscape with multiple functions.
