“三线城市”老工业区改造规划研究

【摘要】：随着城市的发展,城市空间不断向外扩展,原来在郊外的老工业区逐渐发展为城市的一部分,占据了城市中比较好的地段,加上工业污染的排放,给城市带来交通拥堵、环境污染等各种问题,影响了城市的发展和居民的身体健康。政府己经意识到问题的严重性,开始大力推进全国老工业区调整改造工作。而当前我国的三线城市正处在发展困境寻求转型阶段,急需对其老工业区进行改造。城市旧区的改造与城市的发展是彼此相互依存相互制约的。本文正是在这一背景下,以三线城市老工业区的改造为研究对象,试图在深刻分析三线老工业区的发展和规划的基础上,找到基于可持续发展理论对其进行改造规划的方法。论文首先梳理了三线城市老工业区发展与规划演变过程,指出了现阶段老工业区发展和规划的问题和老工业区未来发展趋势。然后分析了老工业区改造更新与可持续发展的耦合关系,提出了基于可持续发展的老工业区改造原则和对策,最后基于可持续发展理论,从城市整体系统优化的角度出发,系统的提出老工业区改造规划中制定战略定位、梳理城市空间结构、优化集约利用土地资源、工业遗产保护与再利用,以及城市空间塑造的规划方法,并结合荆门市象山老工业区改造规划实践进行了分析。
[Abstract]:With the development of the city, the urban space continues to expand outwards. The old industrial zone in the suburbs has gradually developed into a part of the city, occupying a relatively good part of the city, and the emissions of industrial pollution have brought traffic congestion to the city. Environmental pollution and other problems affect the development of the city and the health of residents. Aware of the seriousness of the problem, the government has begun to vigorously promote the adjustment and renovation of the old industrial zones throughout the country. At present, the third-tier cities in our country are in the difficult stage of seeking transformation, so it is urgent to transform the old industrial zone. The transformation of old urban areas and the development of cities are interdependent and mutually restricted. Under this background, this paper takes the transformation of the old industrial zone of the third line city as the research object, and attempts to find the method of the reconstruction planning based on the theory of sustainable development on the basis of the deep analysis of the development and planning of the old industrial zone of the third line. The paper firstly combs the evolution process of the development and planning of the old industrial zone in the third tier city, and points out the problems of the development and planning of the old industrial zone at the present stage and the future development trend of the old industrial zone. Then it analyzes the coupling relationship between the renovation of the old industrial zone and the sustainable development, and puts forward the principles and countermeasures of the transformation of the old industrial zone based on the sustainable development. Finally, based on the theory of sustainable development, from the point of view of the optimization of the whole urban system, This paper systematically puts forward the strategic orientation in the reconstruction planning of the old industrial zone, combs the urban spatial structure, optimizes the intensive utilization of land resources, the protection and reuse of industrial heritage, and the planning method of shaping the urban space. Combined with Jingmen Xiangshan old industrial zone reconstruction planning practice was analyzed.
