常州市城市防洪管理现状、问题及对策研究

【摘要】:为了保障城市经济和社会文化的可持续发展,建立和管理现代化城市防洪排涝系统,已然成为新情势下城市建设和发展所需尽快解决的重大课题。 本文在研究国内外城市防洪建设与发展的基础上,,结合常州市城市防洪的防洪管理现状,发现并分析常州城市防洪存在的防洪规划不科学、城市防洪基础设施不配套、防洪技术手段不先进、防洪管理体制不顺、防洪建设资金不足等问题。以公共产品理论、风险管理理论、系统理论为理论研究基础,以常州市城市防洪体系的规划、建设和管理为研究对象,以如何提高整个城市防洪能力和防洪管理水平为研究内容,采用实证分析法和归纳总结法对常州城市防洪存在问题进行深度分析,并提出相应的对策:科学制定防洪规划,实现防洪规划与城市化发展相协调;加强防洪工程措施,完善城市防洪基础建设;合理配置非工程措施,强化城市防洪减灾能力;改革防洪管理体制,提高防洪部门管理效率;健全多元化防洪投入机制,实现多渠道筹措资金。
[Abstract]:In order to ensure the sustainable development of urban economy and social culture, the establishment and management of modern urban flood control and drainage system has become an important task for urban construction and development in the new situation. Based on the study of urban flood control construction and development at home and abroad and the current situation of urban flood control management in Changzhou city, this paper finds out and analyzes the unscientific flood control planning and the unmatched infrastructure of urban flood control in Changzhou city. The technical means of flood control are not advanced, the management system of flood control is not smooth, and the funds for flood control construction are insufficient. Taking public product theory, risk management theory and system theory as the theoretical basis, and taking the planning, construction and management of the urban flood control system of Changzhou City as the research object, Taking how to improve the flood control capacity and the flood control management level of the whole city as the research content, using the empirical analysis method and the induction summary method to carry on the deep analysis to the Changzhou city flood control existing problem, and puts forward the corresponding countermeasure: make the flood control plan scientifically, To realize the coordination of flood control planning and urbanization development, to strengthen flood control engineering measures, to perfect urban flood control infrastructure, to rationally allocate non-engineering measures, to strengthen urban flood control and disaster reduction capacity, to reform flood control management system and to improve the management efficiency of flood control departments; Improve the diversification of flood control investment mechanisms to achieve multi-channel financing.
