杭州萧山城区山体综合保护规划研究

【摘要】：自然山体与城市生活息息相关，但随着城市化的快速推进，城市空间的蔓延式拓展开始向山体要地，，而对山体的过度开发不仅影响山城格局和城市景观，甚至可能对自然产生毁灭性破坏。在此背景下，山体保护的理念逐渐引起城市规划学界的重视。杭州是全国著名的山水城市，自然山体对杭州生态建设与环境保护具有重要的现实意义，因此迫切需要构建一套科学合理且行之有效的山体综合保护规划体系。本文借鉴国内外山体保护的先进理念，通过对杭州萧山城区山体的现状梳理，构建了山体综合保护规划的目标理念、保护策略及具体措施，提出了保护并塑造区域生态特色和历史文化特色，发展并完善山体功能体系以及优化山体景观体系的技术方法。在山体保护与治理方面，本文重点研究了山体保护系统结构、山水整体环境风貌保护、空间管制分区和山体破坏及生态修复治理等保护策略；在山体发展与控制方面，本文重点探讨了发展思路、开发容量控制、观景点视线控制和建筑高度控制等技术手法，最后本文以西山—城山综合保护规划为例加以解析。本文通过萧山城区山体综合保护规划以具备可行性、可操作性的规划途径将山体保护与城市开发协调统一，努力把萧山城区建设成“山在城中、山城一体”，“山、水、城、人”相依共融的独特的城市景观特色和生态城市空间，实现城市协调健康发展。本文提出的山体综合保护规划体系将有效补充杭州山体保护这一规划空缺，并为其他江南山水城市的山体保护规划提供一种研究方法与视角。
[Abstract]:Natural mountains are closely related to urban life, but with the rapid development of urbanization, the spread of urban space has begun to expand to mountain areas, and the overexploitation of mountain bodies not only affects the pattern of mountain cities and urban landscape, It can even cause devastating damage to nature. In this context, the concept of mountain protection gradually attracted the attention of urban planning scholars. Hangzhou is a famous mountain and water city in China. The natural mountain has important practical significance to the ecological construction and environmental protection of Hangzhou. Therefore, it is urgent to construct a set of scientific, reasonable and effective comprehensive mountain protection planning system. This paper draws lessons from the advanced ideas of mountain protection at home and abroad, combs the present situation of mountain body in Hangzhou Xiaoshan urban area, and constructs the objective idea, protection strategy and concrete measures of comprehensive mountain protection planning. The technical methods to protect and shape the regional ecological characteristics and historical and cultural characteristics, to develop and perfect the mountain function system and to optimize the mountain landscape system are put forward. In the aspect of mountain protection and management, this paper focuses on the structure of mountain protection system, the protection of landscape environment, the space control zone, the destruction of mountain body and ecological restoration, and the development and control of mountain body. This paper focuses on the development ideas, development capacity control, view sight control and building height control and other technical techniques. Finally, this paper takes Xishan-Chengshan comprehensive protection planning as an example to analyze. In this paper, through the comprehensive protection planning of Xiaoshan urban area, it is feasible and feasible to coordinate mountain protection with urban development, and try to build Xiaoshan urban area into "mountain in city, mountain city", "mountain, water, city," The unique characteristics of urban landscape and ecological urban space, which are dependent on each other, can realize the harmonious and healthy development of the city. The comprehensive mountain protection planning system proposed in this paper will effectively supplement the gap of Hangzhou mountain protection planning and provide a research method and perspective for the mountain protection planning of other Jiangnan landscape cities.
