基于基层政府层面的中越两国建设工程质量监督管理模式对比分析

【摘要】:中国历经30多年的改革开放,国民经济得到了长足的发展,建筑业已成为国民经济的支柱产业。在此过程中,中国的建筑行业发生了一系列重大的变革,积累了大量的经验,特别在建设工程质量管理方面,已形成了一套适应于社会主义发展模式,同时具有鲜明东方特色的,全过程、多维度监控的质量管理模式。越南的改革开放在时序上较中国为迟。建筑业作为国民经济发展的先导行业,目前在越南的整体发展水平较之为滞后,工程质量水平较低,质量事故时有发生,直接危害到人民群众的生命、财产安全;同时,也影响了国民经济的稳步发展,阻碍区域竞争能力的提高。鉴于中国与越南在国家政治体制上相同,在文化传统与经济发展模式相类似,,两国在建设工程质量管理方面所取得的经验与成就值得越南研究和借鉴。 本论文中试图通过实施层面(限基层政府层面)的中越两国建设工程质量监督管理模式的对比分析,研究越南建筑行业质量监督管理的发展现状及战略定位,剖析其目前的特色与存在的问题;借鉴中国基层政府以往在建设工程质量监督管理实践过程中的经验与成就,提出越南基层政府建设工程质量监督管理模式的改革建议。 首先,对中越两国建设工程质量监督管理现状及战略定位进行剖析,详细阐述各自管理机构、管理体制、管理机制等方面的现状,系统介绍中国基层政府的建设工程质量监督管理模式,深入分析越南建设工程质量监督管理当前的特点与存在的问题。 然后,设计统一的调查问卷,分别进行中越两国基层政府建设工程质量监督管理实施现状的调查。通过对调查数据统计分析,阐述中越两国基层政府各自建设工程质量监督管理模式对建设工程质量影响的方式及实效;通过比对分析,揭示中越两国基层政府建设工程质量进行监督管理上的异同之所在。 最后,总结中国基层政府在以往建设工程质量监督管理实践过程中的成就和经验,并据此提出越南基层政府建设工程质量监督管理模式的改革措施,以提高越南建设工程质量监督管理水平。
[Abstract]:After more than 30 years of reform and opening up, the national economy has been greatly developed, and the construction industry has become the pillar industry of the national economy. In this process, China's construction industry has undergone a series of major changes, accumulated a lot of experience, especially in the construction project quality management, has formed a set of suitable for the socialist development model. At the same time, there is a distinct Oriental characteristics, the whole process, multi-dimensional monitoring quality management model. Vietnam's reform and opening up in time series is later than China. As the leading industry in the development of the national economy, the overall development level of the construction industry in Vietnam is lagging behind, the level of engineering quality is relatively low, and quality accidents occur from time to time, directly endangering the lives of the people and the safety of property; at the same time, Also affected the steady development of the national economy, hinder the improvement of regional competitiveness. In view of the fact that China and Vietnam share the same national political system and similar cultural traditions and economic development models, the experience and achievements in quality management of construction projects between the two countries are worthy of study and reference by Vietnam. This paper attempts to study the development status and strategic orientation of quality supervision and management of construction industry in Vietnam through the comparative analysis of the construction quality supervision and management models between China and Vietnam at the implementation level (limited to grass-roots government level). This paper analyzes its current characteristics and existing problems, draws lessons from the experience and achievements of the Chinese grass-roots government in the practice of construction engineering quality supervision and management, and puts forward some suggestions for the reform of Vietnamese grass-roots government's construction project quality supervision and management mode. First of all, the status quo and strategic orientation of quality supervision and management of construction projects between China and Vietnam are analyzed, and the current situation of their respective management institutions, management systems and management mechanisms are elaborated in detail. This paper systematically introduces the mode of supervision and management of construction project quality of Chinese grass-roots government, and deeply analyzes the characteristics and problems existing in the supervision and management of construction project quality in Vietnam. Then, a unified questionnaire is designed to investigate the current situation of the supervision and management of construction quality in the grass-roots government of China and Vietnam. Based on the statistical analysis of survey data, this paper expounds the ways and effects of the mode of supervision and management of construction project quality of the grass-roots governments of China and Vietnam on the quality of construction projects, and compares and analyzes the effects of the modes of supervision and management on the quality of construction projects. This paper reveals the similarities and differences between China and Vietnam in the supervision and management of the construction quality of grass-roots government. Finally, the paper summarizes the achievements and experiences of Chinese grass-roots government in the past construction project quality supervision and management practice, and puts forward the reform measures of Vietnamese grass-roots government construction project quality supervision and management mode. In order to improve the quality of Vietnam construction project supervision and management level.
