基于欧洲经验的哈尔滨历史街区保护与再利用对策研究

【摘要】:历史保护在城市发展过程中总是一项不可缺失的话题。历史文化遗产见证了人类与城市的进步。崇高的历史文化价值汇聚了一座城市的精神,它同时带给人们一种归属感。然而,随着现代化与城市化,许多历史遗产的现状不堪,且岌岌可危。自从上世纪80年代,中国开始关注历史遗产保护问题。具有重大历史价值的建筑、场所、历史常识都逐渐被加入到保护的行列。 哈尔滨城市是我国北方一座具有浓重西方文化色彩的历史名城。从80年代开始,政府也着手对这座城市的重大历史文化价值进行分等级的保护。迄今为止,哈尔滨有22处历史文化风貌场所被登录为历史文化街区。基于他们的功能与综合使用背景,在此次研究中将其划分为五大类别。研究重点关注前三类——居住街区、商业背景街区及外来休闲文化街区,总结其使用现状、环境设施、历史风貌及面临的问题。一些问题集中在对缺乏城市现状的总结、正在衰退的历史文化元素、政府与开发商的影响权重过大以及保护资金的不到位。 为了提高哈尔滨历史保护规划体系,本文研究了三个欧洲案例,分别对应这三类历史街区,分析案例中的规划手段和实施可行性,结合哈尔滨情况加以对比。案例中主要对街道保护城市现状进行了梳理,对案例背景介绍和规划手段进行细致分析,及案例优劣势评价。 最后针对分析内容,提取和制定出针对哈尔滨自身特点的保护对策。案例分析研究重点集中在五个方面:操作指导,公众参与,过程监督,,多方合作与资金来源。最终在这五方面的基础上,提炼和因地制宜地制定哈尔滨的保护规划对策。本次研究中得出,专家学者们需要为实际操作者与历史街区使用者们提供清晰、细致的操作指导;公众与其他社会团体、组织应该鼓励参与到历史保护的全过程中来;历史保护的资金问题也不应局限于政府拨款,而是从社会层面、各机构合作活动中获取投资;媒体要对历史保护规划和实施阶段起到全程监控的作用。希望从案例中总结出的对策方法,帮助哈尔滨历史街区保护规划实施能更有效地进行。
[Abstract]:Historical protection is always an indispensable topic in the process of urban development. Historical and cultural heritage witnessed the progress of human beings and cities. The lofty historical and cultural values converge the spirit of a city, which at the same time brings people a sense of belonging. However, with modernization and urbanization, many of the historical heritage status quo, and precarious. Since the 1980 s, China has been concerned about the protection of historical heritage. Buildings, places and common sense of history of great historical value are gradually added to the ranks of conservation. Harbin is a historic city in the north of China with strong western culture. Since the 1980 s, the government has also embarked on hierarchical protection of the city's major historical and cultural values. So far, Harbin has 22 places of historical and cultural features have been registered as historical and cultural blocks. Based on their function and comprehensive use background, this study divided them into five categories. The research focuses on the first three categories-residential block, commercial background block and foreign leisure culture district, and summarizes the current situation, environmental facilities, historical features and problems faced by them. Some of the problems focus on the lack of a summary of the status quo in cities, declining historical and cultural elements, excessive weight of influence between governments and developers, and inadequate protection funds. In order to improve the planning system of Harbin historical protection, this paper studies three European cases, corresponding to these three historical blocks, analyzes the planning means and feasibility of the case, and compares the situation of Harbin. The case mainly combed the present situation of street protection city, analyzed the case background and planning means, and evaluated the merits and demerits of the case. Finally, aiming at the content of the analysis, the author extracts and formulates the protection countermeasures for Harbin's own characteristics. Case studies focus on five areas: operational guidance, public participation, process supervision, multi-party cooperation and funding sources. Finally, on the basis of these five aspects, the countermeasures of Harbin protection planning are refined and adapted to local conditions. In this study, experts and scholars need to provide clear and detailed operation guidance for practical operators and users of historical blocks, and the public and other social groups should be encouraged to participate in the whole process of historical protection. The fund problem of historical conservation should not be limited to government funds, but should be obtained from the social level, and the media should play a role in monitoring the planning and implementation of historical conservation. It is hoped that the countermeasures summarized from the case can help the protection planning of Harbin historic block carry out more effectively.
