现代农业园区规划研究与实践

【摘要】：近年来，现代农业园区这一新型的农业组织形式迅速兴起，已经逐渐成为现代农业的重要组成部分。在各级政府和有关部门的大力支持下，在社会各界的广泛参与下，园区建设取得了长足的发展，为农业科技推广、产业孵化与农业增效、农民增收作出了重要贡献。本文首先分析了现代农业的发展状况，阐述了现代农业园区的内涵、特点、类型和功能，介绍了国内外现代农业园区的发展状况，及我国现代农业园区发展存在的不足与对策，并对园区规划的相关理论与技术做了总结探讨，得出了以下结论：（1）我国现代农业园在发展中具备了以下特征：技术现代化、体制合理化、功能多样化、效益最大化、环境园林化；（2）思想上充分认识现代农业的复合性和多元性，注重区域山川河流的生态底蕴和乡土景观格局的保护，以优美田园和生态村镇的基础性乡村景观建设为烘托，以集约型农业景观建设为结点，以乡村路网景观为脉络，形成点、线、面相结合的景观格局；（3）挖掘多样化的农业景观要素，包括平原旱地农业景观、湿地农业景观、山地农业景观、历史人文景观、人工景观、生产景观要素等，，并进一步提升其丰富度；结合新时代的设计思想，积极将农业景观的自然美、生态美、社会美、科技美、艺术美等多种形式共同表现出来，创造独具特色的现代农业园区；（4）现代农业园区在建设过程中，应坚持经济与生态双赢、产业与资源协调、体系与特色兼顾、城市与乡村统筹的建设原则，在具体目标上做到：布局合理化、管理规范化、生产机械化、农业科技化、服务系列化、信息网络化、旅游生态化。通过建设使鹿苑镇现代农业园区具备生产加工功能、示范推广功能、生态旅游功能、现代物流功能、提升三农形象功能等。（5）现代农业园区规划从技术层面做到：构建科学合理的规划体系、园区产业规划的合理布局、产加销一体的化链式机构的建立、农业观光与乡村旅游体系的建立、集约化生产经营体系的建立、生态景观体系的构建等。最后，在完成园区规划理论研究之后，以鹿苑现代农业园区规划为例，验证规划理论的科学性和合理性，寻求现代农业园区规划的成功之路。
[Abstract]:In recent years, modern agricultural park, a new form of agricultural organization, has become an important part of modern agriculture. With the support of all levels of government and related departments, and with the extensive participation of all walks of life, the construction of the park has made great progress, which has made important contributions to the extension of agricultural science and technology, the incubation of industries and the increase of agricultural efficiency, as well as the increase of farmers' income. This paper first analyzes the development of modern agriculture, expounds the connotation, characteristics, types and functions of modern agricultural parks, introduces the development situation of modern agricultural parks at home and abroad, and the shortcomings and countermeasures of the development of modern agricultural parks in China. The related theories and techniques of park planning are summarized and discussed, and the following conclusions are drawn: (1) China's modern agricultural parks have the following characteristics in the development: technological modernization, rationalization of system, diversification of functions, (2) fully understand the complexity and diversity of modern agriculture, pay attention to the ecological details of regional mountains, rivers and protect the local landscape pattern, (2) fully understand the complexity and diversity of modern agriculture, pay attention to the ecological details of regional mountains, rivers and rivers, and protect the local landscape pattern. (4) in the process of construction of modern agricultural park, we should adhere to the principle of win-win of economy and ecology, coordination of industry and resources, consideration of system and characteristics, and overall planning of city and country. Management standardization, production mechanization, agricultural science and technology, service serialization, information networking, tourism ecology. Through construction, the modern agricultural park of Luyuan Town has the functions of production and processing, demonstration and extension, ecotourism, and modern logistics. (5) the planning of modern agricultural parks can be done from the technical level: to construct a scientific and reasonable planning system, to set up a reasonable layout of industrial planning of the park, and to establish a chain organization that integrates production and marketing. The establishment of agricultural tourism and rural tourism system, the establishment of intensive production and management system, the construction of ecological landscape system. Finally, after completing the study of park planning theory, taking Luyuan modern agricultural park planning as an example, the paper verifies the scientific and reasonable of the planning theory, and seeks the successful way of modern agricultural park planning.
