基于利益平衡的城市更新研究

【摘要】:随着我国社会经济的快速发展,,以及城市化水平的快速推进,城市更新中的问题不断产生。一方面,在城市土地资源的稀缺和土地经济作用的双重推动下,片面追求经济效益导致城市更新中用地布局的不合理和过高的开发强度,从而使老城区承载着较多的人口。另一方面,以政府投资为主的城市公共基础设施建设越来越不能满足城市高速发展的需求。越来越多的历史街区和地方特色文化在城市更新中快速消失,城市遗产亟需有效的保护。 本文着眼于城市更新中的利益平衡,通过具有投资保障理念的城市更新规划设计方法,借用相关经济学原理与方法,从城市经营角度,利用城市规划手段弥补公共产品的市场失灵,利用政府和企业在城市更新土地开发活动中的收益反哺公益性城市空间的建设,测算城市更新规划方案中的开发容量及公益性城市空间的供给能力,从而优化赢利性与公益性城市用地的配置,平衡城市更新中的公共利益与商业利益,将社会福利推向最大化。 本文在分析研究城市更新中的利益主体的基础上,通过土地经济学原理和房地产开发评估原理,对城市更新中的利益需求、成本构成、收益形式等进行分析,进而构建数学模型,寻找其供给能力的作用规律。从而在市场机制下,提出改进城市更新中规划编制指标制定的方法,为规划方案提供科学的依据。
[Abstract]:With the rapid development of China's social economy and the rapid promotion of urbanization, the problems in urban renewal are constantly arising. On the one hand, under the dual promotion of the scarcity of urban land resources and the role of land economy, the one-sided pursuit of economic benefits leads to unreasonable land distribution and excessive development intensity in urban renewal, thus making the old urban area carry more population. On the other hand, the construction of urban public infrastructure, which is mainly invested by the government, can not meet the needs of the rapid development of the city. This paper focuses on the balance of interests in urban renewal, through the urban renewal planning and design method with the concept of investment security, using the relevant economic principles and methods, from the perspective of urban management, Make up for the market failure of public goods by means of urban planning, and use the income of government and enterprises in urban renewal land development activities to feed the construction of public welfare urban space, In order to optimize the allocation of urban land for profit and public welfare, and to balance the public and commercial interests in urban renewal, the development capacity of urban renewal planning and the supply capacity of public welfare urban space are calculated, so as to optimize the allocation of urban land for profit and public welfare. To maximize social welfare. On the basis of analyzing and studying the main body of interest in urban renewal, through the principles of land economics and real estate development evaluation, this paper analyzes the interest demand, cost composition, income form and so on in urban renewal. Then the mathematical model is constructed to find the law of its supply ability. Therefore, under the market mechanism, the paper puts forward a method to improve the formulation of the planning index in urban renewal, which provides a scientific basis for the planning scheme.
