佛山市南庄镇工业用地集约利用研究

【摘要】:土地集约利用是落实科学发展观和建设集约型社会的必然途径,也是衡量一个国家、地区经济增长的重要指标。随着工业化、城镇化进程的快速推进,我国建设用地供需矛盾日益尖锐,土地资源的粗放利用现象十分突出。工业用地是城市建设用地的重要组成部分,因此,探讨和研究工业用地集约利用的问题和途径,对推动城市可持续发展具有重要的战略意义。 目前,我国工业用地集约利用的研究对象主要为大中城市、乡镇和开发区,对省级和小城镇以及企业地块的工业用地集约利用的研究极少。但是近年来,我国小城市尤其是小城镇在土地利用中所表现出来的问题不容忽视,尤其是用地,包括增长的快速性、使用的粗放性、用地闲置的严重性等。有关数据显示,工业用地约占土地供应总量的60%-80%,工业已经成为建设用地增量最大的用地产业,过度占用耕地、低效利用的问题突出而普遍,许多城市工业用地比例远远突破现行国家标准15%-30%的范围,乃至于工业用地增速超过工业产值增速。 文章在阐释城市工业用地的基本特征、内涵,以及综合研究国内外关于工业用地集约利用的基础上,选择南庄镇镇域、工业园区以及企业地块三个层次的工业用地作为研究对象,并进行研究。首先,定性分析南庄镇工业发展脉络,结合各层次工业用地发展现状,,建立评价现状工业用地集约利用水平的评价体系,对南庄镇工业用地现状进行定量评价。然后根据评价结果,分析南庄镇工业用地集约利用的缺陷与不足,及其影响因素的基础上探求各层次工业用地集约利用的影响机制。最后结合工业用地现状问题及影响机制,提出能够提高南庄镇工业用地集约利用水平的建议对策。 全文共分六章。第一章为绪论部分,阐述研究背景、研究目的与意义、研究内容、研究对象的选择,并提出研究目标与研究方案。第二章综述了国内外关于工业用地集约利用的相关研究内容及研究进展。其中分析了土地集约利用的起源及其内涵、工业用地集约利用影响因素,并总结了工业用地集约模式、国内外关于工业用地集约利用的相关实践探索。第三章在工业用地集约利用的内涵,以及各层次工业用地发展趋势的基础上,合理选取工业用地集约利用的评价指标,并建立评价体系,对南庄镇不同层次的工业用地进行集约度评价,定量分析其集约利用水平。第四章主要基于第三章的结果分析,探求南庄镇工业用地集约利用的影响机制。通过分析南庄工业发展的特殊性、区域的普遍性等特性,从开发主体、政策、经济、规划控制、市场引导、产业类型等等各方面要素来探求其影响机制。第五章在南庄镇工业用地集约利用评价结果的基础上,结合南庄镇工业及用地发展现状问题,提出提高工业用地集约利用水平的对策,引导南庄镇工业用地利用走向集约。第六章为本次研究的结论、研究不足与展望,对整篇论文的研究结论进行概括,并针对研究中的不足与缺陷,提出未来研究的展望。其中,第三、四章是本论文的核心章节。
[Abstract]:Intensive use of land is an inevitable way to implement the scientific development view and to build an intensive society. It is also an important index to measure the economic growth of a country and region. With the rapid progress of industrialization and urbanization, the contradiction between supply and demand of construction land in China is becoming more and more acute, and the extensive utilization of land resources is very prominent. Industrial land is an important part of urban construction land. Therefore, it is of great strategic significance to study and study the problems and ways of intensive use of industrial land. At present, the research object of intensive use of industrial land in China is mainly for large and medium-sized cities, towns and development zones, and research on the intensive utilization of industrial land in the provincial and small towns and the enterprises. However, in recent years, the problems of small cities, especially small towns in the land use, can not be ignored, especially for land use, including the rapidity of growth, the extensive use of the use, and the serious use of land. The data shows that industrial land accounts for 60-80% of the total land supply, and the industry has become the largest land-use industry in the construction land. The problem of over-occupation of the cultivated land and the inefficient utilization of the land is outstanding, and the proportion of industrial land in many cities is far from the current national standard of 15-30%. The range of industrial land is more than the industrial output value. On the basis of the analysis of the basic characteristics and connotation of industrial land in the city, and the comprehensive study of the intensive use of industrial land at home and abroad, the paper selects the industrial land of the three levels of the town, industrial park and enterprise parcel of Nanzhuang Town as the research object. First of all, qualitative analysis of the development of the industrial development of Nanzhuang Town, combining the current situation of industrial land development at all levels, setting up an evaluation system to evaluate the level of intensive utilization of industrial land for industrial use in Nanzhuang Town, and entering into the present situation of industrial land in Nanzhuang Town Then, based on the results of the evaluation, the paper analyzes the defects and defects of intensive utilization of industrial land in Nanzhuang Town, and explores the intensive use of industrial land at all levels on the basis of the influence factors. Finally, combined with the present situation of industrial land and its influencing mechanism, it is proposed that the level of intensive utilization of industrial land in Nanzhuang Town can be improved. (c) The proposed response. The first chapter is the introduction part, expounds the research background, the research purpose and the significance, the research content, the selection of the research object, and puts forward the research. The second chapter summarizes the relevant research on the intensive use of industrial land at home and abroad. In this paper, the origin and connotation of intensive land use, the influence factors of intensive utilization of industrial land are analyzed, and the intensive mode of industrial land is summarized. The third chapter, based on the connotation of intensive utilization of industrial land and the development trend of industrial land at all levels, reasonably selects the evaluation index of the intensive use of industrial land, and sets up an evaluation system for industrial use in different levels of Nanzhuang Town. To carry out the intensive evaluation and the quantitative score The fourth chapter is based on the analysis of the results of the third chapter, and explores the industrial land of Nanzhuang Town. By analyzing the particularity of the development of Nanzhuang industry and the universality of the region, it is from the aspects of developing main body, policy, economy, planning control, market guidance, industry type and so on Chapter 5, on the basis of the evaluation of the intensive use of industrial land in Nanzhuang Town, combined with the current situation of industrial and land development in Nanzhuang Town, put forward the countermeasures to improve the level of intensive utilization of industrial land, and to guide the industry of Nanzhuang Town. The sixth chapter is the conclusion of this study, the lack of research and the prospect, the conclusion of the whole paper is summarized, and the deficiency and the defect in the research are pointed out.
