城市保障性住房建设用地集约利用国内外对比研究

【摘要】:住房保障是我国现阶段最重要的民生问题之一,保障性住房的建设也成为近年来中央级地方政府十分关心并大力投入的民生工程。在声势浩大的保障房建设浪潮中,浙江的保障房建设也在如火如荼的进行中。然而近几年,“18亿亩耕地红线”成为制约我国城市发展的瓶颈,各大城市都出现了建设用地不足的紧张局面,用地紧张的问题日趋显现。如何在保障房建设中做到土地集约利用,成为本文探讨的主要议题。 针对目前我国保障房建设现状及遇到的诸多问题,本文通过考察新加坡的租屋、香港的公屋、日本的公营住房及英国的集合住宅等多个国家或地区的保障房发展历程及政策,并通过对以上几个国家和地区优秀经验的借鉴,提出我国在保障房建设问题的应对方法及策略。另一方面,为提高我国保障房建设用地集约利用程度,完善保障房建设制度,规范保障房建设的标准,本文通过对新加坡、香港、日本、英国等国家或地区保障房建设规范与标准的研究和对比,学习和借鉴其在保障房建设用地中对土地集约利用的经验,对我国保障性住房建设用地集约利用提出对策和建议,并对正在制定的浙江省保障房建设标准具有参考意义。
[Abstract]:Housing security is one of the most important livelihood issues in our country at the present stage. The construction of affordable housing has also become a livelihood project that the central local government has paid great attention to and invested heavily in recent years. In the huge construction tide of indemnificatory apartment, the construction of indemnificatory apartment in Zhejiang is also in full swing. However, in recent years, "1.8 billion mu of cultivated land red line" has become the bottleneck restricting the urban development of our country. How to make intensive use of land in the construction of indemnificatory apartment has become the main topic of this paper. In view of the present situation of indemnificatory apartment construction and many problems encountered in China, this paper examines the developing process and policies of indemnificatory apartment in many countries or regions, such as Singapore's rental housing, public housing in Hong Kong, public housing in Japan and collective housing in Britain, and so on. Through the reference of the excellent experiences of the above countries and regions, this paper puts forward the countermeasures and strategies of China's construction in indemnificatory apartment. On the other hand, in order to improve the intensive use of land for construction by indemnificatory apartment in China, to perfect the system of indemnificatory apartment construction, and to standardize the construction standards of indemnificatory apartment, this paper makes an analysis of Singapore, Hong Kong, Japan, The study and comparison of indemnificatory apartment's construction norms and standards in Britain and other countries or regions, learning from his experience of intensive land use in indemnificatory apartment construction land, and putting forward countermeasures and suggestions for intensive use of affordable housing construction land in China. And it has reference significance to the construction standard of indemnificatory apartment in Zhejiang province.
