广州市A区中小学校项目建设布点规划研究

【摘要】：在工程建设项目中，对工程投资影响最大的是项目的前期工作阶段，，即建设项目的决策阶段，它是控制工程投资的关键所在。在中小学校项目建设过程中，通过对区域内的中小学校项目进行建设发展研究与布点规划，确定各个学校布点的建设规模、服务范围及相关建设标准，是最基础的前期建设工作，也是中小学校工程项目管理前期决策阶段的重要参考依据。现阶段，广州市A区教育发展水平同广东教育发展整体水平与科学发展的要求不相适应，教育资源没有得到优化配置和充分利用。特别是义务教育在区域间、校际间发展上还存在一些问题，如随着广州市A区城市形态的演变，教育设施分布与城市人口的流向不相符；教育设施分布不均衡；老城区教育设施欠缺；教育压力大；新城区教育设施配套未能及时跟上高速发展的需求等。本文在开展一定规模的调查、统计的基础上，通过分析比较和统计归纳，剖析广州市A区中小学教育设施发展现状与存在问题，综合考虑广州市A区现状和未来发展趋势，参照国家、广东省、广州市等各层面制定的教育设施标准，合理预测学位需求和用地需求，确定学校布点的建设规模、服务范围及相关建设标准，进而对广州市A区学校布点提出具体的规划发展策略。目的在于促进广州市A区教育资源优化配置，加快广州市A区中小学学校标准化建设，使广州市A区中小学校办学条件得到改善，学校分布更加合理，提高办学效益，实现教育布局由分散低效型向集约高效型转变，为广州市A区教育可持续性健康发展和教育质量的提升奠定坚实的基础。
[Abstract]:In the engineering construction project, the most important influence on the project investment is the early working stage of the project, that is, the decision stage of the construction project, which is the key to control the project investment. In the process of primary and secondary school project construction, the construction development research and layout planning of primary and secondary school projects in the region are carried out to determine the construction scale, service scope and related construction standards of each school distribution project. It is not only the most basic construction work, but also the important reference basis for the early decision-making stage of project management in primary and middle schools. At present, the level of educational development in District A of Guangzhou is not suitable to the overall level of educational development in Guangdong and the requirement of scientific development, and the educational resources have not been optimally allocated and fully utilized. In particular, there are still some problems in the development of compulsory education between regions and schools, such as the distribution of educational facilities is not consistent with the flow of urban population, the distribution of educational facilities is not balanced with the evolution of urban form in District A of Guangzhou, and the distribution of educational facilities is not in accordance with the trend of urban population. Lack of educational facilities in old urban areas; great educational pressure; lack of matching facilities in new urban areas to keep up with the needs of rapid development. On the basis of a certain scale investigation and statistics, this paper analyzes the present situation and existing problems of the development of primary and secondary school educational facilities in A District of Guangzhou, and considers the present situation and future development trend of A District of Guangzhou City. Referring to the educational facilities standards formulated by the state, Guangdong, Guangzhou and other levels, reasonably predicting the demand for academic degrees and land use, determining the construction scale, service scope and related construction standards of the school distribution points, And then put forward the specific planning and development strategy for the school layout in A District of Guangzhou City. The purpose of this paper is to promote the optimal allocation of educational resources in District A of Guangzhou, to speed up the standardization construction of primary and secondary schools in District A of Guangzhou, to improve the conditions of running schools in District A of Guangzhou, to make the distribution of schools more reasonable, and to increase the efficiency of running schools. The transformation of educational layout from decentralized and inefficient to intensive and efficient has laid a solid foundation for the sustainable and healthy development of education and the improvement of educational quality in District A of Guangzhou City.
