海外项目消防EPC总承包工程的风险分析

【摘要】:随着“走出去”战略的实施,越来越多的中国企业走出国门,到世界各地总承包各类项目。而作为总承包项目中很重要的消防工程,因为其特殊性,也开始逐渐引入总承包模式。但由于国内企业在海外项目消防总承包工程中的实践刚处于起步阶段,对陌生环境下的风险认识也不足,很容易对风险失去控制,导致项目出现不同程度的损失。本文旨在通过海外项目消防总承包工程的风险分析,增强项目的整体风险管理能力。 本文分析了海外项目消防总承包工程的重要意义和特殊性,并分解了项目具体工作范围和流程。通过系统法,对海外项目消防总承包工程的风险进行了全程识别,并归纳为和其它海外总承包项目的共性风险及消防总承包工程的特殊风险两大类。根据风险四种应对原则和AHP层次分析法,分别为识别出的风险提出了相应的应对策略。 本文着重阐述了消防总承包工程的特殊风险,分别为消防标准风险,认证风险和客户特殊要求及自然条件约束导致的三大风险源。在充分分析特殊风险的基础上,为海外项目消防总承包工程如何有效控制其特殊风险设定了风险控制流程,以降低这些风险。 本文最后结合沙特拉比格电厂项目案例,对消防总承包工程的风险进行了实证分析,实例证明本文的风险分析和应对研究是行之有效地,希望有助于消防总承包企业对海外项目总承包项目的风险了解,并为控制风险提供有益参考。
[Abstract]:With the implementation of "going out" strategy, more and more Chinese enterprises go abroad and contract all kinds of projects all over the world. As a very important fire protection project in general contracting project, because of its particularity, general contract mode is gradually introduced. However, the practice of domestic enterprises in the overseas project fire fighting general contract project is just at the initial stage, and the risk awareness of the unfamiliar environment is also insufficient, it is easy to lose control of the risk, resulting in different degrees of loss of the project. The purpose of this paper is to strengthen the overall risk management ability of overseas projects through the risk analysis of the project. This paper analyzes the significance and particularity of the overseas project fire control general contract project, and decomposes the specific work scope and flow of the project. Through the systematic method, the risk of overseas project fire control general contract project is identified in the whole process, and it is classified into two categories: common risk and special risk of fire fighting general contract project and other overseas general contract project. According to the four coping principles of risk and the AHP analytic hierarchy process, the corresponding strategies are put forward for the identified risks. In this paper, the special risk of fire control general contract project is expounded, which is the three major risk sources, which are the fire protection standard risk, the certification risk, the customer's special requirement and the restriction of natural conditions. Based on the analysis of the special risks, the paper sets up the risk control flow for how to effectively control the special risks of the overseas projects, so as to reduce these risks. In the end, the paper analyzes the risk of the fire fighting general contract project with the case of Saudar Rabige Power Plant, and proves that the risk analysis and response research are effective in this paper. It is hoped that it will be helpful for the fire fighting general contracting enterprises to understand the risks of overseas projects and to provide useful reference for controlling the risks.
