杭州市城市规划生态化研究

【摘要】：当前,我国城镇化的快速推进,一方面极大促进了经济社会发展,另一方面,城市建成区规模的迅速扩张,也导致了交通拥堵、城市热岛效应、生态环境恶化等“城市病”。在此背景下,近年来国内有关城市生态规划的理论研究与实践正逐步兴起,在积极倡导生态伦理价值观、探索人与自然和谐发展等方面具有十分重要的意义。然而我们也应当看到,一方面城市生态规划实践风生水起,另一方面,城市生态环境整体恶化的趋势未得到根本遏制,由此反映出生态规划失效的问题。正是基于这一点,本文希望通过分析当前规划编制体系下生态失效的根源,找到解决问题的突破点,探索提高城市规划生态实效性的方法。本文以杭州市规划实践作为研究对象,在分析国内外城市规划生态化相关理论与实践的基础上,从法定规划与生态规划编制体系的关系出发,分析杭州现行规划编制体系下的“生态失效”问题。进而,基于现有理论提出城市规划生态化的解决思路,并对其概念与内涵进行重新解读,指出“系统化融合”是提高生态规划实效性的重要途径。最后,从规划编制过程的角度,研究规划融合的总体架构,并针对总体规划和详细规划层面,探讨“系统化融合”的具体实现途径。
[Abstract]:At present, the rapid development of urbanization in China, on the one hand, greatly promotes the economic and social development, on the other hand, the rapid expansion of the scale of built-up urban areas, but also leads to traffic congestion, urban heat island effect, ecological environment deterioration and other "urban diseases". In this context, in recent years, the theoretical research and practice of urban ecological planning in China is gradually rising, and it is of great significance to actively advocate ecological ethical values and explore the harmonious development of man and nature. However, we should also see that on the one hand, urban ecological planning practices wind and water, on the other hand, the overall deterioration of urban ecological environment has not been fundamentally contained, which reflects the failure of ecological planning. Based on this point, this paper hopes to find a breakthrough point to solve the problem by analyzing the causes of ecological failure under the current planning system, and to explore the ways to improve the ecological effectiveness of urban planning. This article takes Hangzhou city planning practice as the research object, on the basis of analyzing the related theory and practice of urban planning ecology at home and abroad, starting from the relationship between statutory planning and ecological planning compilation system, This paper analyzes the problem of "ecological failure" under the current planning system in Hangzhou. Furthermore, based on the existing theories, this paper puts forward the solution of ecological urban planning, re-interprets its concept and connotation, and points out that "systematic integration" is an important way to improve the effectiveness of ecological planning. Finally, from the point of view of planning preparation process, this paper studies the overall framework of planning and integration, and probes into the concrete ways of realizing "systematic integration" in view of the overall planning and detailed planning.
