天津市民用住宅电梯安全监管模式改革的研究

【摘要】:随着经济持续发展和城市化进程的不断加速,电梯在人民群众的工作生活中应用越来越广泛。电梯运行安全问题,也越来越被群众、媒体和各级政府所关注。传统的电梯安全监管体制存在着一定的缺陷,已经不适应天津市经济社会的新发展、新变化和新特点。如何提高电梯特别是民用住宅电梯安全监管的有效性成为相关政府部门重要的研究课题。 本文介绍了天津市民用住宅电梯总体情况,在调查的基础上提出了天津市民用住宅电梯安全监管中存在的主体不明、监管模式、电梯维保市场失灵、检验职责混淆和电梯“老龄化”等五大问题,,并从经济学、社会学、管理学等角度对问题产生的原因进行了理论分析。结合电梯安全监管相关理论和国际经验,提出了简政放权,落实业主电梯安全主体责任;加强宏观引导,促进电梯安全社区自治;建立相关各方利益风险共担机制,预防道德风险和机会主义;逐步推行制造企业对电梯安全质量的终身服务制度;理顺关系,形成电梯检验社会化的格局等五个方面提出政府如何改进民用住宅电梯监管,保证电梯安全的对策。
[Abstract]:With the continuous development of economy and the acceleration of urbanization, elevator is more and more widely used in the work and life of the people. Elevator operation safety is also more and more concerned by the masses, the media and all levels of government. There are some defects in the traditional elevator safety supervision system, which can not adapt to the new development, new changes and new characteristics of Tianjin's economy and society. How to improve the effectiveness of elevator safety supervision, especially civil residential elevator, has become an important research topic of relevant government departments. This paper introduces the general situation of civil residential elevator in Tianjin. On the basis of investigation, it points out that the main body of elevator safety supervision in Tianjin is unknown, the supervision mode, the failure of elevator maintenance market, and so on. Five major problems, such as the confusion of inspection duties and elevator aging, are analyzed theoretically from the angles of economics, sociology, management and so on. Combined with the relevant theory of elevator safety supervision and international experience, this paper puts forward to simplify administration and delegate power, implement owner's main responsibility of elevator safety, strengthen macro-guidance and promote elevator safety community autonomy. In order to prevent moral hazard and opportunism, the system of life-long service for the safety and quality of elevators in manufacturing enterprises should be carried out step by establishing the mechanism of sharing benefits and risks among all parties concerned. In order to straighten out the relationship and form the socialized pattern of elevator inspection, this paper puts forward the countermeasures of how to improve the supervision and control of elevator in residential buildings and ensure the safety of elevator.
