BT代建制及其风险与对策分析

【摘要】：近二三十年以来，我国在不断的搞发展建设，成绩斐然，这与我们积极探索引进先进的生产管理模式，结合我国实际国情进行创新拓展是分不开的。从代建制建设模式到BT建设模式，再到最近的BT代建制模式，我们探索符合我国国情的先进基本建设模式，而先进建设模式也存在较大风险，准确把握BT代建制相关法规制度并认识BT代建制的风险和了解规避风险的策略对业主和代建单位提高效率效益、节约成本、资源合理分配、保证国家与企业和谐迅速发展均大有裨益。本文通过阐述总结BT、代建制及两者结合建设模式的来源、概念与国内外发展动态，首先分析其产生、发展、主要形式、模式本质，准确把握认识相关概念并与现有国外一些先进建设模式做相应比较。其次分析提出现阶段代建单位与业主该模式下面临的风险，通过代建方在项目各实施阶段的风险（即签订代建合同之际的风险、项目建设期的风险、项目建设完成后的风险）和代建方内部及外部环境风险分析代建方风险；业主的风险分析主要通过以下途径，例如法规不系统不完善，工程项目准备工作，诚信度、工程项目的旧制度与代建制度相重叠等。再通过查找原因分析降低各方风险的方法，，认识到BT代建制的风险和了解规避风险的对策，从而提高生产管理效率、效益，促使社会基础建设和谐发展，将投资、建设、管理合理分离，有效控制投资额度，节约资源，保证国家与建设单位的利益与发展；最后通过对本文的主题进行总结，结合实际，分析相关风险与对策，以争取在初始阶段就能规避降低风险，节约成本，合理建设，和谐发展。
[Abstract]:In the past 20 or 30 years, our country has been engaged in continuous development and construction, and great achievements have been made, which is inseparable from our active exploration and introduction of advanced production management mode and innovation and expansion combined with the actual national conditions of our country. From the agent construction mode to the BT construction mode, and then to the recent BT agent construction mode, we explore the advanced capital construction mode in line with the national conditions of our country, and the advanced construction mode also has great risks. Accurately grasp the relevant laws and regulations of BT agent system and understand the risk of BT agent system and understand the strategy of risk aversion to improve efficiency and efficiency, save cost and allocate resources reasonably to owners and agent construction units. It is of great benefit to ensure the harmonious and rapid development of the state and enterprises. By expounding and summarizing the source, concept and development trend of BT, agent system and its combination construction mode at home and abroad, this paper first analyzes its emergence, development, main form and mode essence. Accurately grasp the relevant concepts and compare with some foreign advanced construction models. Secondly, it analyzes and puts forward the risks faced by the agent construction unit and the owner under this mode at this stage, through the risk of the agent construction party in each implementation stage of the project (that is, the risk at the time of signing the agent construction contract, the risk of the project construction period). The risk after the completion of the project construction) and the internal and external environmental risk of the agent to analyze the risk of the agent; The risk analysis of the owner is mainly through the following ways, such as imperfect laws and regulations, project preparation, honesty, overlap between the old system and the agent construction system, and so on. Then by finding out the reasons to analyze the methods to reduce the risks of all parties, we can realize the risks of BT agent system and understand the countermeasures to avoid risks, so as to improve the efficiency and efficiency of production management, promote the harmonious development of social infrastructure, and invest and build. Reasonable separation of management, effective control of investment quotas, saving resources, ensuring the interests and development of the state and construction units; Finally, through the summary of the theme of this paper, combined with the reality, this paper analyzes the related risks and countermeasures, in order to avoid reducing risks, saving costs, reasonable construction and harmonious development in the initial stage.
