基于绿色城市理念的长沙岳麓区慢行系统用地规划研究

【摘要】:古希腊哲学家亚里士多德曾说“人们来到城市是为了生活,人们居住在城市是为了生活得更美好”。在我国快速发展的经济拉动下,物质文明极大丰富,城镇化水平快速提升。但是随着城镇范围不断发展扩大,机动交通迅猛增长,由此带来的诸如城市全面拥堵、资源能耗加大、环境污染严重等一系列城市问题让城市居民苦不堪言。 在全球绿色发展的新形势背景下,绿色交通、低碳出行成为了研究关注的焦点。绿道、慢行道、生态步道等绿色交通模式先后在全世界范围内掀起了热潮。慢行交通作为城市交通体系中一种以人为本、公平和谐和低碳的传统绿色出行方式,再次成为研究的重点。长株潭城市群2007年获批为资源节约型和环境友好型社会建设综合配套改革试验区。两型示范区的城市道路交通是基础产业之一,但也是耗能占地行业,面临着诸多考验。基于绿色城市理念的丘陵城市慢行系统用地规划是一个值得探讨的课题。 本文首先综述研究的相关背景,阐述慢行系统、绿色城市的相关概念和基本特征,回顾国内外的研究历程,结合有关实践经验,,联系目前慢行交通的发展现状,论证绿色城市理念下慢行系统发展的必要性。随后进一步论证慢行系统发展的关键点是用地规划,阐释了用地规划的概念、慢行系统用地规划的概念和意义、包含的要素及实施的路径。 接着提出城市慢行系统用地规划控制性指标体系。在指标体系中细化构建指标体系的基本原则、人均慢行用地指标和单位用地的慢行用地密度指标两大方面的指标体系内容,对其中五个重要的指标作了具体阐述,并赋予指标体系一定参考值。 然后以长沙岳麓区为例,从发展背景条件、自然地形条件、居民出行特征、轨道交通建设、政策方面导向等基础方面分析该区域发展慢行系统适应性,通过典型区域的调查和数据统计,指出区域内现行慢行交通中存在的问题。最后,选取长沙岳麓区的重要区域,进行城市慢行系统用地规划的绿色设计实践。
[Abstract]:Aristotle, an ancient Greek philosopher, once said that "people come to the city to live, and people live in the city to live better." Driven by the rapid development of China's economy, material civilization is extremely rich and the level of urbanization is improving rapidly. However, with the continuous development and expansion of urban areas and the rapid growth of mobile traffic, a series of urban problems, such as overall urban congestion, increased energy consumption of resources, serious environmental pollution and so on, make urban residents miserable. Under the new situation of global green development, green transportation and low-carbon travel have become the focus of research. Green road, slow road, ecological walkway and other green traffic modes have set off an upsurge all over the world. As a people-oriented, fair and harmonious and low-carbon traditional green travel mode in urban transportation system, slow-moving traffic has once again become the focus of research. Changsha-Zhuzhou-Xiangtan urban agglomeration was approved as a comprehensive reform experimental area for resource-saving and environment-friendly society construction in 2007. The urban road traffic in the two demonstration areas is one of the basic industries, but it is also an energy consuming industry, which is facing many tests. The land use planning of hilly city slow-moving system based on the concept of green city is a topic worthy of discussion. This paper first summarizes the relevant background of the study, expounds the related concepts and basic characteristics of slow travel system and green city, reviews the research course at home and abroad, combined with the relevant practical experience, and links with the current situation of slow traffic development. This paper demonstrates the necessity of the development of slow system under the concept of green city. Then it further demonstrates that the key point of the development of slow system is land use planning, and explains the concept of land use planning, the concept and significance of slow system land planning, the elements included and the path of implementation. Then the control index system of urban slow-moving system land use planning is put forward. In the index system, the basic principles of constructing the index system, the index of slow land use per capita and the density index of slow land use per unit are refined, and five of them are described in detail. The index system is given a certain reference value. Then, taking Yuelu District of Changsha as an example, this paper analyzes the adaptability of the slow travel system in this area from the aspects of development background conditions, natural terrain conditions, residents' travel characteristics, rail transit construction, policy orientation and so on. Through the investigation and data statistics of typical areas, the problems existing in the current slow traffic in the region are pointed out. Finally, the important area of Yuelu District of Changsha is selected to carry out the green design practice of urban slow-moving system land use planning.
