【摘要】:山东省地炼企业在最近两年取得原油进口配额后,呈现出突飞猛进的发展,逐渐成为山东省经济增长的重要支柱。各大炼化企业为加大炼油生产能力,都在积极地新建、扩建项目,与之配套的石油石化工程建设也越来越多。石油石化工程建设施工质量不仅决定了项目建设的成败,同时还直接关系到人民群众生命和国家财产安全。虽然我国工程项目的建设能力稳步提高,但对于石油石化场站建设项目,质量问题尤为突出。因此,研究如何加强石油石化场站项目建设质量管理与控制具有重要的意义。本文以淄博金诚石化输油末站项目为质量控制研究对象,运用质量管理的相关知识和理论,根据项目实际特点,对该项目在施工过程中的质量控制进行了系统、深入的分析。该项目涉及土建、安装、给排水、暖通、消防、电气、仪表等工程,专业多、技术要求高、协调单位众多,增加了项目施工和管理的难度。为保证项目的顺利进行和质量目标的实现,论文结合现有的质量管理理论知识,首先了解项目背景和特点,分析影响质量的多方面因素,根据实施过程,从项目的质量目标、质量影响因素分析、质量控制、质量保证、质量控制评价五个方面进行研究和论述。在质量目标中结合施工合同要求设定本项目总体质量控制目标,并根据本项目WBS图分解各分项的具体质量指标;在施工质量影响因素分析中,具体分析了影响施工质量的各种生产性和非生产性因素;在质量控制实施一章中,通过对施工准备阶段、施工阶段、项目验收阶段具体的施工难点、重点、质量通病等提出了具体的控制措施,并详细叙述了质量控制的内容;在质量保证中,建立了质量保证机构,对资源要素、劳动力、施工技术、材料及工艺等方面提出具体的质量保证措施;全文最后采用“专家打分法”对淄博金诚石化末站项目质量控制实施结果进行了评价,评价得分等级为优秀,其中职能划分、施工方案编制、材料检验、现场质量管控制等得分较低的方面需要进一步优化和改进,并根据实际情况,在减少部门职责重叠、提高施工方案可操作性、材料报检等方面提出了具体的改进措施。
[Abstract]:After obtaining the import quota of crude oil in the last two years, Shandong's local refining enterprises have developed by leaps and bounds, and gradually become the important pillar of Shandong's economic growth. The major refining and chemical enterprises are to increase the refining production capacity. The construction quality of petroleum and petrochemical engineering not only determines the success or failure of project construction, but also the construction of petroleum and petrochemical projects. At the same time, it is also directly related to the lives of the people and the national property safety. Although the construction capacity of our country's engineering projects has been steadily improved, the quality problems are particularly prominent for the construction projects of petroleum and petrochemical stations. It is of great significance to study how to strengthen the construction quality management and control of petroleum and petrochemical station projects. This paper takes the final oil transportation station project of Jincheng Petrochemical Company in Zibo as the research object of quality control. Using the relevant knowledge and theory of quality management, according to the actual characteristics of the project, the quality control of the project in the construction process of the system, in-depth analysis. The project involves civil construction, installation, water supply and drainage, heating and ventilation. Fire control, electrical, instrumentation and other projects, professional, technical requirements, coordination units, increasing the difficulty of project construction and management. To ensure the smooth progress of the project and quality objectives. This paper combines the existing knowledge of quality management theory, first of all understand the background and characteristics of the project, analyze the various factors affecting the quality, according to the implementation process, from the project quality objectives, quality impact factors analysis. Quality control, quality assurance and quality control evaluation are studied and discussed. The overall quality control objectives of the project are set in combination with the construction contract requirements. According to the WBS diagram of this project, the specific quality indexes of each item are decomposed. In the analysis of influencing factors of construction quality, various productive and non-productive factors affecting construction quality are analyzed concretely. In the implementation of quality control chapter, through the construction preparation phase, construction stage, the project acceptance stage of the specific construction difficulties, key points, common quality defects and other specific control measures. The content of quality control is described in detail. In the quality assurance, the quality assurance organization is established, and the concrete quality assurance measures are put forward in the aspects of resource elements, labor force, construction technology, material and technology, etc. At the end of the paper, the result of project quality control of Jincheng Petrochemical Terminal Station in Zibo is evaluated by "expert scoring method". The evaluation score is excellent, in which functions are divided, construction scheme is compiled, and materials are checked. The field quality control and other aspects of low score need to be further optimized and improved, and according to the actual situation, in order to reduce the overlapping of department responsibilities, improve the operability of the construction scheme. Material inspection and other aspects of the specific improvement measures are put forward.
