【摘要】:近年来,雾霾天气日趋常态化,PM2.5严重威胁人们的日常生活,据有关资料统计,城市大气环境污染60%来自机动车辆的尾气排放。随着车用天然气在国家能源战略中的地位日益凸显,全国各地加气站和天然气汽车数量增长都十分迅速,据不完全统计,目前我国加气站数量达4300座左右,而天然气汽车保有量约为300万辆。然而随着我国天然气汽车保有量和天然气加气站数量的不断攀升,天然气汽车和加气站的安全事故时有发生。国内外对天然气加气站的安全评价研究日趋成熟,但是大部分是针对CNG类型的加气站进行安全评价研究,而对于LNG或L-CNG类型加气站的安全评价研究非常少,因此,选择对这一类型加气站项目进行全面分析和评价研究,具有重要的现实意义。论文以泉州市东海L-CNG加气站项目为研究案例,首先通过对国内外加气站安全评价文献的研究回顾,综合运用了文献研究法、案例研究法等研究方法,采用安全检查表法、危险度评价法、蒸汽云爆炸法等安全评价方法分析整个加气站系统并划分评价单元,随后针对每个评价单元可能存在的安全风险、有害因素的种类和程度进行综合定性和定量分析、评价,进而提出针对L-CNG类型加气站项目的安全运行对策与建议。运用安全检查表法进行评价时,论文采用国家标准《燃气系统运行安全评价标准》(GB/T50811-2012)中的检查表对评价单元进行评分,得出评价对象的总得分,最后根据得分情况依据《评价结论对照表》做出评价结论和建议,这具有一定创新性和先进性。
[Abstract]:In recent years, haze weather is becoming more and more regular, PM2.5 is a serious threat to people's daily life, according to relevant data statistics. Urban air pollution 60% comes from the exhaust emissions of motor vehicles. With the increasing status of natural gas in the national energy strategy, the number of gas stations and natural gas vehicles all over the country is growing rapidly. According to incomplete statistics, the number of gas filling stations in China is about 4300 at present. However, with the increase of the number of natural gas vehicles and natural gas filling stations in China, the number of natural gas vehicles is increasing. Safety accidents of natural gas vehicles and filling stations occur from time to time. The research on safety evaluation of natural gas filling stations at home and abroad is becoming more and more mature, but most of the safety evaluation research is aimed at CNG filling stations. But for the LNG or L-CNG type filling station safety evaluation research is very few, therefore, choose to this type of filling station project comprehensive analysis and evaluation research. This paper takes the project of L-CNG gas filling station in Quanzhou City as a case study. Firstly, through the review of domestic and foreign gas station safety evaluation literature, a comprehensive use of literature research method. Case study and other research methods, using safety inspection table method, risk assessment method, steam cloud explosion method and other safety evaluation methods to analyze the whole gas station system and divided into evaluation units. Then according to each evaluation unit may have the safety risk, the harmful factor kind and the degree carries on the synthesis qualitative and the quantitative analysis, the appraisal. And then put forward the safe operation countermeasures and suggestions for L-CNG type filling station project. When using the safety check table method to evaluate. In this paper, the evaluation unit is graded with the check table in the National Standard of Safety Evaluation of Gas system (GB / T50811-2012), and the total score of the evaluation object is obtained. Finally, the evaluation conclusions and suggestions are made according to the comparison table of evaluation conclusions according to the score situation, which is innovative and advanced.
