柴油加氢改造项目质量管理的研究

【摘要】：通过对柴油加氢装置建设过程中存在的问题,作为一个建设项目去研究,通过运用项目管理的相关知识,全面的分析了存在的问题与不足,并提出相应的解决办法,引用现场施工质量控制方法对施工现场、人员资质、材料设备、管理方法等问题进行分析,并提出解决方案。为石化建设单位提供了有效的管理办法,为圆满完成化工设施建设项目提供了有力保障。根据技术经济评价,项目总投资为552951万元,年均销售收入1818474万元,年均总成本费用1707016万元,年均所得税后利润44332万元。全部投资所得税后内部收益率为13.16%,资本金净利润率为22.81%,总投资收益率为13.44%。本项目具有较好的经济效益和社会效益。本文即用项目质量管理的研究方法,包括施工准备阶段的编写质量计划书、施工过程中的质量控制要求及质量问题改进。根据化工装置建设的特点,分类别选取质量控制因素与质量控制关键点,对柴油加氢装置改造项目的质量控制进行研究。并提出相应项目质量改进措施,提高项目的质量管理水平,保证建设过程安全施工与完工质量,增强华锦集团在石化行业的竞争力。为了实现管理目标,对整个项目的施工现场采用强制性制度规定,并使用4M持续改善方案,通过分析人员、机器、物料、方法、环境五大因素的变化与不足进行管理,现场开展6S活动以及TPM全员参与的管理思想,让施工现场环境变的靓丽美观。对现场存在的问题进行分析、确认后,进行持续改善的整改方案,问题在得到处理后可能不能一次达到预期整改目标,就应该使用PDCA的方法,继续进行改善,直到达到目的。
[Abstract]:Through the diesel hydrogenation unit construction process problems, as a construction project to study, through the use of project management related knowledge, a comprehensive analysis of the existing problems and deficiencies. And put forward the corresponding solutions, citing the site construction quality control methods to analyze the construction site, personnel qualifications, materials and equipment, management methods and so on. It also provides effective management methods for petrochemical construction units, and provides a strong guarantee for the successful completion of chemical facilities construction projects, according to the technical and economic evaluation. The total investment of the project is five billion five hundred and twenty-nine million five hundred and ten thousand yuan, the annual sales income is eighteen billion one hundred and eighty-four million seven hundred and forty thousand yuan, and the annual total cost is seventeen billion seventy million one hundred and sixty thousand yuan. The average annual profit after income tax is 443.32 million yuan. The internal rate of return after all investment income tax is 13.16%, and the net profit rate of capital is 22.81%. The total rate of return on investment is 13.44. The project has good economic and social benefits. This paper uses the research method of project quality management, including the preparation of quality plan for construction. According to the characteristics of chemical plant construction, the quality control factors and key points of quality control are selected according to the characteristics of chemical plant construction. The quality control of the diesel hydrogenation unit retrofit project is studied, and the corresponding project quality improvement measures are put forward to improve the quality management level of the project and ensure the construction and completion quality of the construction process safely. In order to achieve the management objectives, the construction site of the whole project is subject to mandatory regulations, and 4M continuous improvement scheme is used through analysts, machines, materials. Methods: the changes and deficiencies of five major environmental factors were managed, 6S activities were carried out on the spot and the management thought of full participation of TPM was carried out, so that the environment of construction site became beautiful and beautiful. The problems existed in the site were analyzed. After confirmation, the problem may not reach the expected goal after the problem has been dealt with, and the method of PDCA should be used to continue the improvement until the goal is achieved.
