【摘要】:人本思想在工程建设中的地位越来越重要。对生命的珍惜,对健康的重视,对生态环境的保护已经成为衡量工程建设项目质量的重要指标。国际石油公司之间的竞争已经从过去单纯依靠资本、技术实力的竞争,转变为包含HSE在内的多元要素的竞争。建立与国际接轨、高标准的HSE管理体系,能够增强石油公司核心竞争力,拓展海外市场,实现全面、协调、可持续发展。哈法亚油田是伊拉克东南部大型油田,大庆油田工程建设公司负责承建哈法亚油田地面建设三期工程的部分项目。论文以伊拉克哈法亚油田地面建设三期工程项目为研究对象,采用文献查阅法、案例分析法对其HSE管理现状及问题进行了深入分析。借助于HSE管理体系和项目管理理论,找出了管理中存在的问题,一是安全制度、健康制度及环境制度管理体系不够完善,二是安全、健康、环境各方面技术保障水平不够先进,三是中方及外方人员管理素质及水平不够,并分别进行了原因分析,据此提供对策,一是加强HSE制度建设,包括优化项目HSE管理体系、完善HSE管理相关制度、严格按照伊拉克日常惯例;二是提升技术手段,包括建立HSE管理网络平台、优化文件与数据管理、提高施工设备HSE现场检查技术水准;三是增强管理水平,提升HSE管理人员素质,加强HSE管理人员的教育和培训、动态化定期开展HSE考核确保执行落实。最后提供相应保障措施,一是做优文化建设,促进HSE管理的先进性;二是做实防恐管理,系牢HSE管理的安全带;三是突出环境管理,平衡HSE管理的生命线;四是强化沟通管理,把好HSE管理的方向盘。通过上述保障措施,为哈法亚油田地面建设三期工程项目HSE全面管理体系的顺利实施提供了支持。
[Abstract]:Humanism is becoming more and more important in the construction of engineering. It is more and more important to cherish life and pay more attention to health. The protection of ecological environment has become an important index to measure the quality of construction projects. The competition among international oil companies has been relying solely on capital and technical strength from the past. To change into the competition of multiple elements including HSE. To establish a high standard HSE management system in line with international standards can enhance the core competitiveness of oil companies, expand overseas markets, achieve comprehensive and coordinated. Sustainable development. The Hafayas oil field is a large oil field in southeastern Iraq. Daqing Oilfield Engineering Construction Company is responsible for the construction of the third phase of the surface construction project of Hafaya Oilfield. This paper takes the third phase of the surface construction project of Hafaya Oilfield in Iraq as the research object and adopts the method of literature review. Case analysis method of its HSE management status and problems are analyzed in depth. With the help of HSE management system and project management theory, found out the problems in management, first is the security system. Health system and environmental system management system is not perfect, second, safety, health, environmental aspects of technical support level is not advanced, third, Chinese and foreign personnel management quality and level is not enough. The reasons are analyzed separately. The first is to strengthen the construction of HSE system, including optimizing the project HSE management system, perfecting the relevant system of HSE management, strictly in accordance with the daily practice of Iraq; The second is to improve the technical means, including the establishment of HSE management network platform, optimize the file and data management, improve the construction equipment HSE site inspection technology level; Third, enhance the management level, improve the quality of HSE managers, strengthen the education and training of HSE managers, and carry out regular HSE assessment to ensure implementation. Finally, provide the corresponding safeguard measures. First, to improve the cultural construction and promote the advanced nature of HSE management; Second, do the management of prevention of terrorism, fasten the safety belt of HSE management; Third, highlight the environmental management, balance the lifeline of HSE management; The fourth is to strengthen the communication management and make the steering wheel of HSE management well. Through the above safeguard measures, it provides the support for the smooth implementation of the HSE comprehensive management system of the third phase of the surface construction project in Hafaya Oilfield.
