【摘要】：新疆是我国煤炭资源大省(区),同时也是煤层气资源富集大区,其煤层气资源量约占全国煤层气资源总量的26%,仅次于山西,开发前景十分广阔。但是相比山西,新疆的煤层气勘探开发利用极为滞后。近年来,国家越发重视新疆发展,将新疆作为我国未来重要能源基地来建设,煤层气的发展是新疆这个资源大省未来的重要工作之一。为了让新疆沉睡的煤层气资源在未来“变废为宝”合理利用、改变能源结构、维护国家安稳稳定,自治区政府必须要在“十三五”乃至未来较长一段时间内做好规划管理,推动煤层气产业健康发展、提高资源利用率、提高安全生产水平,实现可持续发展。本文采用文献研究、对比分析等方法进行研究。首先了解了相关理论知识,以及利用的理论知识点。其次,对新疆煤层气勘探开发利用管理现状进行了介绍和简要分析,并从可持续发展的要求出发,从法规体制、管理机构与职能、政策扶持等三个方面分析了新疆煤层气目前存在的管理问题。新疆煤层气储藏量大,有国家的支持,但是同时存在法规不健全、组织机构不完善、专业教育落后、特殊地域条件等制约新疆煤层气发展的不利因素。最后,根据政府的行政职能运行过程,从政府的管理角度,从计划、组织、指挥、协调、控制等五个方面对煤层气勘探开发利用管理提出切合实际的建议和意见。本文的特色之处在于理论联系实际,具有一定实际需要。分析新疆在未来一段时间内发展煤层气存在的制约,认为首先要立法先行,完善管理体体制。从政府的角度出发,按政府行政职能运行动态过程,分五个方面提出了新疆煤层气勘探开发利用管理建议,期望推动“十三五”期间以及未来新疆煤层气产业健康而快速发展。建议新疆煤层气在目前主要以资源勘探为主要工作,充分发挥自治区政府的主导管理作用,分层次有重点的,按计划推进,发挥管理、引导、协调、监管职能,由点到面推动勘探成果转化,逐步落实市场。作者期望能够借助对新疆煤层气勘探开发利用管理的研究,为“十三五”期间以及未来新疆煤层气产业健康稳定发展做贡献,进而推动资源节约型和环境友好型社会的建设。
[Abstract]:Xinjiang is a large province (region) of coal resources in China, and is also a large area with rich coal bed methane resources. The amount of coal bed methane resources accounts for about 26% of the total amount of coal bed methane resources in China, second only to Shanxi Province, and the development prospects are very broad. However, compared with Shanxi, The exploration and utilization of coal-bed methane in Xinjiang is lagging behind. In recent years, the state has paid more and more attention to Xinjiang's development, and has taken Xinjiang as an important energy base in the future. The development of coal bed methane (CBM) is one of the important tasks in the future of Xinjiang, a large resource province. In order to make Xinjiang's sleeping CBM resources "turn waste into treasure" reasonably in the future, to change the energy structure and maintain the stability and stability of the country, The government of the autonomous region must do a good job of planning and management in the 13th Five-Year Plan and even within a longer period of time in the future, to promote the healthy development of the coal-bed methane industry, to improve the utilization rate of resources, and to raise the level of safety in production. To achieve sustainable development. This paper uses literature research, comparative analysis and other methods to study. First, we understand the relevant theoretical knowledge, as well as the use of theoretical knowledge. This paper introduces and analyzes the present situation of exploration and utilization management of coal bed methane in Xinjiang, and proceeds from the requirements of sustainable development, from the legal system, management organization and function. This paper analyzes the existing management problems of coal bed methane in Xinjiang from three aspects, such as policy support. Xinjiang has a large amount of coal bed methane storage, with the support of the state, but at the same time, there are imperfect laws and regulations, imperfect organization and backward professional education. Special regional conditions and other unfavorable factors restricting the development of coal bed methane in Xinjiang. Finally, according to the operation process of the administrative functions of the government, from the angle of government management, from the angle of planning, organizing, directing, coordinating, Five aspects, such as control, put forward practical suggestions and opinions on the management of exploration and utilization of CBM. The characteristics of this paper lie in the connection between theory and practice. This paper analyses the restriction of developing coal bed methane in Xinjiang in a certain period of time, and thinks that first of all, we should legislate first, perfect the management system, proceed from the government's point of view, and run according to the dynamic process of government's administrative function. In order to promote the healthy and rapid development of coal bed methane industry in Xinjiang during the 13th Five-Year Plan period and in the future, it is suggested that the main task of coal bed methane exploration in Xinjiang at present is to take resource exploration as the main work. To give full play to the leading and managerial role of the autonomous region government, and to carry out, as planned, the functions of management, guidance, coordination and supervision, and to promote the transformation of exploration results from point to face, The author expects to contribute to the healthy and stable development of the coal bed methane industry in Xinjiang during the 13th Five-Year Plan period and in the future, with the help of research on the management of exploration and utilization of coal bed methane in Xinjiang.
