【摘要】:在我国开发海洋战略中,饱和潜水一直发挥着重要的作用。尽管当今工业化和科技化水平高度发展,但由于我国饱和潜水技术和实践起步较晚,饱和潜水作业中暴露出来许多风险,饱和潜水事故也时有发生。A公司作为我国饱和潜水领域的开拓者和重要实践者,形成了较为完善的饱和潜水作业程序和应急管理体系,但在对饱和潜水施工项目进行风险分析和监控时,常常采用公司固定的风险管理体系文件进行风险管理,虽然能够解决常见的风险管理问题,但针对特定的饱和潜水施工项目风险的识别、分析和评价较少,且并未针对风险管理的主要风险因素进行重点管理和监控。本文在国内外饱和潜水施工项目风险管理研究现状的基础之上,结合笔者工作实际,借助A公司丰富的饱和潜水施工经验和诸多饱和潜水专家经验,认真梳理识别出A公司饱和潜水施工项目中的五大类风险因素,运用风险管理理论和层次分析法,建立了A公司饱和潜水施工项目的风险管理模型,并提出A公司饱和潜水施工项目的风险监控和应对策略。最后,以Y饱和潜水施工项目为实证案例进行风险评价,根据评价结果,提出了相应的风险应对与防范策略,并进行了效果分析,证实了风险管理理论和层次分析法在饱和潜水施工项目风险管理中的合理性和有效性。本文的研究,期望能为我国饱和潜水作业者在进行风险管理时,提供一些有用的借鉴和参考。
[Abstract]:Saturation diving has always played an important role in China's ocean development strategy. Although industrialization and scientific and technological levels are highly developed, the technology and practice of saturated diving in China have started relatively late. As a pioneer and an important practitioner in the field of saturated diving in our country, company A has formed a relatively perfect saturated diving operation procedure and emergency management system. However, in the process of risk analysis and monitoring of saturated submersible construction projects, the company's fixed risk management system documents are often used for risk management, although common risk management problems can be solved. But for the specific saturated diving construction project risk identification, analysis and evaluation is less, This paper is based on the current situation of risk management in saturated diving construction projects at home and abroad, combined with the actual work of the author. With the help of A company's rich experience in saturated diving construction and many saturated diving experts' experience, five kinds of risk factors in A company's saturated diving construction project are carefully identified, and risk management theory and analytic hierarchy process are used. The risk management model of A company saturated diving construction project is established, and the risk monitoring and coping strategies of A company saturation diving construction project are put forward. Finally, taking Y saturated diving construction project as a case study, the risk evaluation is carried out. According to the evaluation results, the corresponding risk response and prevention strategies are put forward, and the effect analysis is carried out, which confirms the rationality and effectiveness of risk management theory and analytic hierarchy process in the risk management of saturated diving construction projects. It is expected to provide some useful reference for Chinese saturated diving operators in risk management.
