振华石油公司艾哈代布工程项目采购管理研究

【摘要】：自2014年开始至今,国际经济形势疲软,原油市场供大于需,造成国际油价持续下跌。应对严峻的经济形势,石油企业将提升精细化管理水平作为成本控制的重中之重来抓,特别是对于油气海外合作工程项目。物资采购管理是海外油气项目管理中最重要的环节之一,有针对性的设计海外物资采购方案,完善供应管理措施,加强海外工程物资采购管理,进而实现降本增效的目的,是保障低油价时期油企海外合作项目精细化管理的重要方向和课题。本文介绍了国内外项目采购管理理论、物资分类理论和供应商管理理论。项目采购管理理论包括工程项目采购原则和采购管理流程,在工程物资采购管理业务深入调研的基础上,分析、归纳出项目采购管理业务中存在的诸多问题。采购模式方面主要是采购计划安排不到位、物资分散采购、招标程序问题等问题。采购进度管理方面主要存在采购流程不清晰,采买环节滞后,运输清关时间长等。在供应商管理方面,未建立有效的供应商分类管理体系;缺乏供应商准入量化标准以及供应商不能按时按质供货;采购协调管理方面,与设计和施工方的协调、与承包商的协调以及与项目当地相关机构的协调工作都需要加强和改善。为实现降低单位采购成本、提升单位采购效率,加强物资采购质量,应用现代物流管理理论,根据振华石油艾哈代布油田工程项目实际采购工作的特点,针对存在的问题,在采购模式管理、采购进度管理、物资供应商管理和采购协调管理等四个方面提出了改进方案。研究结果对振华石油公司海外工程项目采购工作的科学管理、规范运作提供思路,对其他公司也可起到一定的参考和借鉴作用,提高中国石油企业在海外的精细化管理的目的,从而实现降本增效的目标,提高市场竞争力,保障企业健康可持续发展。

In response to the severe economic situation, oil companies have taken improving the level of fine management as the top priority of cost control. Especially for oil and gas overseas cooperation projects. Material procurement management is one of the most important links in overseas oil and gas project management. Strengthening the procurement management of overseas engineering materials and realizing the goal of reducing cost and increasing efficiency is an important direction and subject to ensure the fine management of overseas cooperation projects of oil enterprises in the period of low oil price. This paper introduces the theory of project procurement management at home and abroad. Material classification theory and supplier management theory. Project procurement management theory includes engineering project procurement principles and procurement management process, on the basis of in-depth investigation of engineering material procurement management business, analysis, This paper summarizes many problems existing in the project procurement management business. The main problems in the procurement mode are not in place of the procurement plan arrangement, in the decentralized procurement of materials, in the bidding procedure, and in the procurement schedule management, where the procurement process is not clear. In the aspect of supplier management, no effective supplier classification management system has been established; there is a lack of quantitative criteria for supplier access and suppliers are unable to supply on time; procurement coordination management, Coordination with the design and construction side, with the contractor and with the project local authorities needs to be strengthened and improved... to achieve lower unit procurement costs, improve unit procurement efficiency, and enhance the quality of material procurement, Applying the modern logistics management theory, according to the characteristics of the actual procurement work of Zhenhua oil field project, aiming at the existing problems, in the procurement mode management, procurement schedule management, Four aspects of material supplier management and procurement coordination management are put forward. The research results provide ideas for the scientific management and standardization of the overseas project procurement of Zhenhua Oil Company. It can also be used as a reference for other companies to improve the fine management of Chinese petroleum enterprises overseas, so as to achieve the goal of reducing costs and increasing efficiency, improve market competitiveness, and ensure the healthy and sustainable development of enterprises.
