生态哲学视域下的煤层气开发与利用

【摘要】：当代社会,妥善地处理好资源的开发利用和生态环境的保护这两者之间的关系,已经成为了当今时代赋予我们的使命。然而,由于长期以来我国的煤层气开发利用企业普遍采取的是一种简单粗放式的、不按照自然本身规律的传统开发模式,忽视了对生态环境加以保护,使得环境污染及生态破坏的程度更加严重。事实上,煤层气产业如何实现生态化开发和利用已成为当前社会无法回避的重大课题。当前,在国家层面上已经提出的建设生态文明的理念与调整优化产业结构的要求,这就为煤层气产业的生态化开发与利用指明了方向。但目前在学术界中对此问题的研究还不够多,同时也不够深入,一些研究成果也只是停留在技术层面。而对于从整个煤层气产业的系统性的角度出发,特别是从生态哲学的角度来研究还较缺乏。煤层气产业在我国能源体系的建设中举足轻重,已经到了必须要转变传统的发展方式,努力实现生态化开发利用模式的关键时期。与此同时,由于它对生态环境以及可持续发展具有重要的影响,所以进一步探索其哲学理论与实践,则具有很强的现实意义。本文从生态哲学的角度对煤层气产业进行研究,从而为煤层气产业的生态化开发与利用提供了一个较为完整的理论基础。同时对此进行了可行性的分析,以及分别从国家、企业和社会的角度对煤层气生态化开发利用提出了相关的措施与建议。在国家层面,需要提供生态化指导思想,建立生态化科研机制,制定生态化政策法规；对于煤层气企业,需要在工艺、文化、管理诸方面实现生态化；从社会视角思考,则需要宣传生态化思想,加强生态化教育,形成生态化意识。由此使得这个涉及到煤层气产业的复杂而又棘手的难题从而变得简单和清晰,更加易于解决。
[Abstract]:In contemporary society, properly handling the relationship between the exploitation and utilization of resources and the protection of the ecological environment has become the mission entrusted to us by the present age. For a long time, the coal-bed methane development and utilization enterprises in our country have generally adopted a simple and extensive mode of development, which does not conform to the laws of nature itself, and neglected to protect the ecological environment. In fact, how to realize ecological exploitation and utilization of coalbed methane industry has become a major issue that society cannot avoid. The concept of constructing ecological civilization and the requirement of adjusting and optimizing industrial structure have been put forward at the national level, which has pointed out the direction for the ecological development and utilization of coal-bed methane industry. However, there is not enough research on this issue in academic circles at present. At the same time, it is not deep enough. Some of the research results have only stayed at the technical level. But from the systematic point of view of the entire coal-bed methane industry, In particular, the study from the perspective of ecological philosophy is still lacking. The coal-bed methane industry plays an important role in the construction of China's energy system, and it has come to the point that it is necessary to change the traditional way of development. At the same time, because it has important influence on ecological environment and sustainable development, it further explores its philosophical theory and practice. This paper studies the coalbed methane industry from the perspective of ecological philosophy. Thus, it provides a relatively complete theoretical basis for the ecological development and utilization of the coalbed methane industry. At the same time, the feasibility of the development and utilization of the coal bed methane industry is analyzed. At the national level, it is necessary to provide ecological guiding ideology, establish ecological scientific research mechanism, formulate ecological policies and regulations. We need to realize ecologicalization in the aspects of technology, culture and management, and from the perspective of society, we need to propagate the idea of ecologicalization and strengthen ecological education. The formation of ecological awareness makes this complex and intractable problem involving the coalbed methane industry simple and clear and easier to solve.
