【摘要】：保税油业务是船舶加油业务的重要组成部分,是我国港口对国际航线船舶燃油保障补给能力和港口综合服务功能的重要体现。进入21世纪,随着国内船供油市场的逐步放开,大批船供油企业纷纷涌现,国内保税油供油市场格局也发生深刻变化,行业发展呈现出许多新特点。在当前航运业低迷船用油需求下降、市场竞争激烈大背景下,如何进一步推动国内保税油市场健康发展,扩大国际市场影响力,推动规模效益的持续提升已经引起国内保税油企业以及有关主管部门、港口单位越来越多的重视。中国船舶燃料有限责任公司(简称中国船燃,英文缩写CHIMBUSCO)成立于1972年,是我国成立最早、目前国内规模最大的国有船供油企业。中国船燃一直视保税油业务为主业,从最早国家指定垄断经营到完全市场化自主参与竞争,市场份额曾一度急剧下降。近几年,企业通过创新营销机制、完善团队建设等举措,有效巩固了国内保税油市场主体地位,但整体业务量增长放缓,个别区域业务量下滑明显,保税业务整体盈利水平下降明显。面对未来市场进一步开放竞争更加激烈的形势,如何根据市场变化,充分发挥现有业务优势,挖掘发展潜力,进一步增强保税业务发展质量,提升企业效率效益和市场竞争力已经成为中国船燃急需解决的重要问题。本文以中国船燃为研究对象,在总结国内保税油业务发展现状基础上,对国内市场竞争主体、供需结构以及发展变化趋势进行了分析,总结规律及可供借鉴的发展经验。对保税油供应系统构成及流程进行了介绍,对影响中国船燃保税油竞争力有关网络布局问题现状及存在不足进行了分析,并结合企业自身实际,运用网络优化理论,引入基于遗传算法的模糊c-均值聚类算法,建立模型,提出了网点布局优化方案。同时对国内保税油业务优化以及实施过程中需要注意的问题提出了有针对性的对策建议。本文的研究有助于丰富相关部门、行业对国内保税油市场特点及发展趋势的认识,对中国船燃优化现有布局进一步实现国内保税业务拓展起到一定的参考和借鉴作用。
