基于DEA的输油管道高后果区管理效能评价

【摘要】：高后果区识别是管道完整性管理的关键环节,高后果区效能评价是不断改进高后果区管理效益的重要手段,目前国内外尚无成熟、统一的效能评价技术和方法。依据国内管道高后果区管理实施过程,提出了效能评价流程,并遵循独立性、简洁性、系统性的原则,构建了投入-产出模式的高后果区效能评价指标体系,采用基于DEA(Data Envelopment Analysis,数据包络分析法)原理进行高后果区管理效能评估。将该方法应用于6条管道,对其高后果区管理效果进行衡量,从而找出管理的不足之处,较好地验证了该方法的适用性及可靠性。建议采用该方法进行高后果区管理效能评估时,请经验丰富的管理人员、技术专家及工程人员参与评价,以获得更加科学、准确的评价结果。
[Abstract]:High consequence area identification is the key link of pipeline integrity management. High consequence area efficiency evaluation is an important means to continuously improve the efficiency of high consequence area management. At present, there is no mature and unified efficiency evaluation technology and method at home and abroad. According to the implementation process of domestic pipeline high-consequence area management, this paper puts forward the efficiency evaluation process, and follows the principles of independence, simplicity and systematicness, and constructs the input-output model of high-consequence area efficiency evaluation index system. Based on the principle of DEA(Data Envelopment Analysis and data Envelopment Analysis, the management effectiveness of high consequence area is evaluated. The method is applied to 6 pipelines, and the effect of management in the high consequence area is measured, so as to find out the shortcomings of the management, and verify the applicability and reliability of the method. In order to obtain more scientific and accurate evaluation results, it is suggested that experienced managers, technical experts and engineers should be invited to participate in the evaluation of management effectiveness in high-consequence areas by using this method.
