基于层次分析法的海上油气田节能评价体系研究

【摘要】:随着“十二五”期间对高能耗企业节能降耗和减少污染物排放的要求日益提高,国家对于能源管理和环境保护愈发重视,节能减排、低碳环保、可持续发展也已成为全社会关注的问题。为了加快资源节约型社会建设步伐,我国陆续出台多项法令和措施来控制能源消费总量,以确保实现规划目标。其中节能评价作为重要手段被赋予更多使命,其重要性也被不断提高。随着节能评价的深入开展,各种合理化建议不断提出,同时也对这项工作提出更高要求。因此本文以海上油气田开发项目节能评价报告作为研究对象,根据其评价指标多、关系复杂的特点,尝试用层次分析法对其进行综合评价,探寻更为合理可行的评价方法。本课题将通过概括节能评价的工作及研究现状,引出以层次分析法来构建海上油气田开发项目能评体系的重要性和合理性。本文重点在于阐述如何以层次分析法来设计能评结构模型,并以中海石油南海某气田群开发项目能评报告做案例分析,以求得评价结果客观、准确、有说服力,并且具有较为简单易行的操作特点,为将现代综合评价方法应用于海上油气田开发项目能评体系发展和优化做出有益的尝试。
[Abstract]:With the increasing demand for energy saving and reducing pollutant emissions in high-energy consumption enterprises during the 12th Five-Year Plan period, the state has paid more and more attention to energy management and environmental protection, energy conservation and emission reduction, low-carbon environmental protection, Sustainable development has also become a concern of the whole society. In order to speed up the construction of resource-conserving society, China has issued a number of laws and measures to control the total amount of energy consumption in order to ensure the realization of the planning goal. Energy-saving evaluation as an important means has been given more missions, its importance has been continuously improved. With the further development of energy conservation evaluation, various rationalization proposals are put forward and higher requirements are put forward for this work. Therefore, this paper takes the energy conservation evaluation report of offshore oil and gas field development project as the research object, according to its evaluation index is many, the relation is complex, attempts to use the analytic hierarchy process to carry on the comprehensive appraisal to it, explores the more reasonable feasible appraisal method. In this paper, the importance and reasonableness of constructing the evaluation system of offshore oil and gas field development project by AHP will be drawn by summarizing the work and research status of energy conservation evaluation. The emphasis of this paper is to explain how to design the assessment structure model by analytic hierarchy process (AHP), and to make case analysis of a development project of a gas field group in the South China Sea of CNOOC, in order to obtain objective, accurate and persuasive evaluation results. It also has the characteristics of simple and easy operation, which makes a beneficial attempt to apply the modern comprehensive evaluation method to the development and optimization of the evaluation system for offshore oil and gas field development projects.
