我国石油城市可持续发展能力评价研究

【摘要】:石油资源型城市是指依托石油资源开发而发展起来的城市。石油城市,作为我国资源型城市的一个重要类型,是以本地石油资源开采、加工为主导产业的城市类型。长期以来,作为基础能源和重要原材料的供应地,石油城市为我国经济社会发展做出了突出贡献。但是,由于缺乏统筹规划和石油资源衰减等原因,这些城市在发展过程中积累了许多矛盾和问题,主要是经济结构失衡、失业和贫困人口较多、接续替代产业发展乏力、生态环境破坏严重、维护社会稳定压力较大等。“一枝独大”、产业结构单一、高度依赖资源的经济结构特征使得我国石油城市的可持续发展面临巨大难题。如何克服石油城市发展中面临的社会和资源环境等问题,建立有利于石油城市可持续发展的体制机制,带动地方经济社会和城市可持续发展,既是我国石油城市亟待解决的现实问题,也是贯彻落实科学发展观、构建社会主义和谐社会的要求,也是当前保障能源资源供给、保持国民经济持续健康协调发展的重要举措。本文在系统梳理可持续发展理论和国内外关于资源型城市以及石油城市可持续发展的相关研究的基础上,总结目前我国石油城市可持续发展现状和面临的突出问题。并选取我国6座典型的石油资源型城市为研究对象,构建可持续发展评价指标体系,从资源、经济、社会、生态环境四个维度分别对其各子系统的可持续发展能力做出评价,在此基础上,从资源可持续、经济可持续、社会可持续、生态环境可持续等四个方面提出我国石油城市的可持续发展战略。考虑到石油城市的可持续发展是各系统可持续发展的综合反映和协调表现,因此,本文在分维度评价的基础上,通过构建石油城市综合可持续发展指标体系,采用熵权法对我国6座典型进行综合可持续发展能力评价及各系统协调程度进行研究。最后,基于前文分析,从产业发展、社会建设等多方面提出以克拉玛依为主的我国典型石油城市的可持续发展战略的实施政策与途径。最后,总结全文,得出本研究的结论并做出研究展望。本文主要研究内容包括以下几个部分:第一章绪论。本章是全文的引言部分,主要介绍本选题的研究背景与研究意义,总结与选题紧密相关的理论基础与本选题的国内外研究现状,提出本文的研究思路、研究方法、内容框架与主要创新点。第二章我国石油城市发展现状和面临的问题。首先总结石油城市的基本特征和发展规律,阐述了石油城市可持续发展的基本特征和属性。接着分析了我国石油城市可持续发展面临的问题,在此基础上,提出我国石油城市转型的必然性。第三章我国石油城市可持续发展评价体系构建。通过明确可持续发展指标构建的原则与方法,从资源可持续发展、经济可持续发展、社会可持续发展、生态环境可持续发展等四个维度选取30相关指标构建我国石油城市的可持续发展综合评价指标体系,对多指标评价方法进行对比分析,选择合适的方法形成文章的方法体系。第四章我国石油城市资源可持续发展能力评价。首先明确资源可持续发展指标体系,从资源禀赋跟资源利用效率两方面构建,选取2003-2012年的各石油城市指标数据进行资源可持续发展能力测算,得出各城市的资源可持续发展水平,通过横纵向对比得出结论。第五章我国石油城市经济可持续发展能力评价。首先明确经济可持续发展指标体系,从经济规模、经济结构、经济效益跟创新能力等方面构建,选取2003-2012年的各石油城市指标数据进行经济可持续发展能力测算,得出各城市的经济可持续发展水平,通过横纵向对比得出结论。第六章我国石油城市社会可持续发展能力评价。首先明确社会可持续发展指标体系,从人民生活质量跟城市服务功能两方面构建,选取2003-2012年的各石油城市指标数据进行资源可持续发展能力测算,得出各城市的社会可持续发展水平,通过横纵向对比得出结论。第七章我国石油城市生态环境可持续发展能力评价。首先明确生态环境可持续发展指标体系,从环境污染、环境治理跟生态建设三方面构建,选取2003-2012年的各石油城市指标数据进行生态环境可持续发展能力测算,得出各城市的生态环境可持续发展水平,通过横纵向对比得出结论。第八章我国石油城市综合可持续发展能力评价。通过采用熵权法整合各子系统评价结果,选取2003-2012年的各石油城市指标数据进行综合可持续发展能力测算,得出各城市的综合可持续发展水平,通过横纵向对比得出结论,并采用系统耦合协调度模型,对我国石油城市可持续发展各子系统的协调发展度进行分析。第九章我国石油城市可持续发展战略的实施途径和保障措施。即构建多元化的现代产业体系,深化改革开放,提升自主创新能力,加强社会建设,科学建设城市,建设两型社会。第十章结论与研究展望。总结全文,得出本文结论并提出未来的研究展望。本文的主要创新点有:1.结合我国石油城市的发展现状和面临的突出问题,改进了前人关于石油城市可持续发展能力分项评价指标体系和综合评价方法,形成了石油城市可持续发展能力评价的指标体系和方法体系。2.运用建立的上述分项评价指标体系和综合评价方法体系对我国石油城市的资源可持续发展能力、经济可持续发展能力、社会可持续发展能力、生态环境可持续发展能力等四个方面和综合可持续发展能力指数以及各系统耦合协调发展程度进行了实证研究,横纵向对比分析了各个石油城市的可持续发展能力水平,提出了各自维度下的可持续发展战略选择。3.针对分项和综合评价结果及分析,提出了我国石油城市可持续发展的实施途径和保障措施。
[Abstract]:Petroleum resource city is a city which is developed with the development of petroleum resources. Petroleum city, as an important type of resource based cities in China, is the city type which is exploited with local oil resources and processed as the leading industry. For a long time, as the supply of basic energy and important raw materials, the petroleum city is the economic society of our country. However, due to the lack of overall planning and the attenuation of oil resources, these cities have accumulated a lot of contradictions and problems in the process of development, mainly the imbalance of the economic structure, the unemployment and the poor population, the lack of alternative industry development, the serious destruction of the ecological environment, and the greater pressure to maintain social stability, etc. "One big one", a single industrial structure and high dependence on the economic structure of resources makes the sustainable development of oil cities in China face great difficulties. How to overcome the social and resource environment in the development of petroleum cities and establish a system mechanism that is conducive to the sustainable development of petroleum cities and promote local economic and social and social and social development. The sustainable development of the city is not only a practical problem to be solved urgently in China's petroleum cities, but also the requirement of implementing the Scientific Outlook on Development and building a socialist harmonious society. It is also an important measure to ensure the supply of energy resources and maintain the sustainable and coordinated development of the national economy. On the basis of the related research on the sustainable development of the resource-based cities and the petroleum cities, this paper summarizes the current situation of the sustainable development of China's petroleum cities and the outstanding problems facing them, and selects 6 typical petroleum resource-based cities in China as the research object, and constructs the sustainable development evaluation index system, from the resources, the economy, the society and the ecological environment. On the basis of the four dimensions, the sustainable development strategy of China's petroleum cities is put forward from four aspects: sustainable resources, sustainable economic, social sustainability and sustainable ecological environment. In order to reflect and coordinate the performance, this paper, on the basis of the evaluation of the sub dimension, through the construction of the comprehensive sustainable development index system of oil cities, uses entropy weight method to study the comprehensive sustainable development capacity evaluation and the coordination degree of the 6 typical systems in China. Finally, based on the previous analysis, from the industrial development, social construction and so on, The implementation policies and ways of the sustainable development strategy of typical oil cities in China based on Karamay are put forward. The results of each subsystem evaluation are integrated by the entropy weight method, and each stone is selected for 2003-2012 years. The oil city index data is calculated for the comprehensive sustainable development ability, and the comprehensive sustainable development level of each city is obtained. The conclusion is drawn through the horizontal and vertical comparison, and the system coupling coordination degree model is adopted to analyze the coordinated development degree of the subsystems of the sustainable development of China's Petroleum Cities. The ninth chapter is the sustainable development of China's petroleum cities. The implementation and guarantee measures of the strategy are to build a diversified modern industrial system, deepen the reform and opening up, enhance the ability of independent innovation, strengthen the social construction, build the city scientifically, and build the two type of society. The conclusion and research prospect of the tenth chapters are summarized and the future research prospects are put forward. The main innovation points of this paper are as follows: 1. combined with the current situation of the development and the outstanding problems of China's petroleum cities, the index system and the comprehensive evaluation method of the ability to evaluate the capacity of the sustainable development of petroleum cities have been improved, and the index system and method system of the evaluation of the sustainable development capacity of the Petroleum Cities and the system of the evaluation index system established by.2. are also formed. The evaluation method system has made an empirical study on four aspects of the capacity of sustainable development of resources, the ability of sustainable development of the economy, the ability of sustainable development of the society, the ability of sustainable development of the ecological environment and the comprehensive sustainable development capability index, as well as the development of the system coupling and coordination. The sustainable development ability level of each oil city, put forward the strategic choice of sustainable development under the respective dimensions.3., aiming at the result and analysis of the sub item and comprehensive evaluation, and put forward the implementation and guarantee measures for the sustainable development of China's petroleum cities.
