实现“十三五”天然气消费比重翻番目标的路径研究

【摘要】："十三五"时期是我国能源绿色低碳转型的关键期。随着能源生产消费革命的逐步落实和油气体制改革的深入推进,天然气消费比重大幅提升将迎来新的发展机遇,但同时面临基础设施、市场机制不完善等诸多挑战。必须抓好"深化价格机制改革、补齐管网建设短板、稳定国际国内供应、积极开拓消费市场"等任务的落实,切实解决天然气"用不起、用不上、不够用、不想用"的问题,为顺利实现2020年天然气消费比重翻番目标奠定坚实基础。
[Abstract]:The third five-year Plan period is the key period of green and low carbon energy transformation in China. With the gradual implementation of energy production and consumption revolution and the further promotion of oil and gas system reform, the proportion of natural gas consumption will face new development opportunities, but at the same time, it faces many challenges, such as infrastructure, imperfect market mechanism and so on. We must do a good job in carrying out the tasks of "deepening the reform of the price mechanism, filling up the shortcomings of pipe network construction, stabilizing international and domestic supply, and actively opening up the consumer market," so as to effectively solve the problem of "not being able to afford to use natural gas, not being able to use it, not enough to use it, and not wanting to use it." For the smooth realization 2020 natural gas consumption proportion doubling goal to lay a solid foundation.
