我国海外石油开发项目风险管理研究

【摘要】：石油作为一种重要的战略资源,在各领域均发挥着重要作用。随着经济的发展,国内石油供需不平衡越来越成为抑制经济发展的瓶颈。基于国家能源安全与企业发展需求,我国油企不得不加快海外开发,但海外石油开发由于其特殊的特征,加之经验与研究的缺乏,给油企海外项目开发带来了巨大风险。本文基于现实考量,开展了海外石油开发项目风险管理研究,以期为相关油企海外开发提供理论参考和实践指导。在已有研究基础上,界定了海外石油开发项目特征及涵义,根据跨国经营与项目风险管理相关理论,构建了本文研究对象的分析框架。本文筛选了风险识别方法,通过典型的实际案例分析,总结出海外石油开发项目风险因素,分析了风险产生的原因,通过风险因素间解释结构模型的建立,理清了宏观层面风险间的相互作用途径。结合风险产生原因,采用Delphi—SWOT方法,完成了微观层面的显著因素提取,提供了风险控制途径的基础材料。构建了具体风险状态下多项目选择模型,以便油企面临多项目时做出合理选择。最终,根据风险识别与评价结果,从油企外部和内部两方面提出我国海外石油开发项目风险控制策略。并提出了风险控制保障措施,为我国油企海外项目开发提供建设性意见。
[Abstract]:As an important strategic resource, petroleum plays an important role in all fields. With the development of economy, the imbalance of domestic oil supply and demand has become the bottleneck of economic development. Based on the national energy security and enterprise development demand, Chinese oil enterprises have to speed up overseas development, but overseas oil development, due to its special characteristics, coupled with the lack of experience and research, has brought great risks to oil enterprises overseas project development. Based on the practical considerations, this paper studies the risk management of overseas oil development projects in order to provide theoretical reference and practical guidance for overseas development of related oil enterprises. On the basis of the existing research, this paper defines the characteristics and meaning of overseas oil development projects, and constructs the analysis framework of the research object according to the theory of transnational operation and project risk management. In this paper, the risk identification method is selected, and the risk factors of overseas oil development projects are summarized through typical case analysis, and the causes of risk are analyzed, and the establishment of structural model between risk factors is explained. The interaction between risks at the macro level is clarified. Combined with the causes of risk, Delphi-SWOT method was used to complete the extraction of significant factors at the micro level, which provided the basic materials for the risk control approach. The model of multi-project selection under specific risk state is constructed so that oil enterprises can make reasonable choices when facing multi-projects. Finally, according to the results of risk identification and evaluation, the risk control strategies of overseas oil development projects in China are put forward from the external and internal aspects of oil enterprises. The risk control measures are put forward to provide constructive suggestions for overseas project development of Chinese oil enterprises.
