我国页岩气开发生态技术创新的思考

【摘要】:页岩气作为一种非常规天然气已成为全球油气资源勘探开发的新亮点,加快页岩气开发已经成为世界主要页岩气资源国的共同选择。我国2010年起开始进行页岩气的勘探开发,截至2014年底,我国的页岩气三级地质储量达5000×108m3,探明地质储量达1067×108m3,丰富的资源量为开发奠定了坚实基础。然而,页岩气由于产能低、时间长,与常规气比较,在开发中对环境的影响较大,在我国强化生态文明建设的今天,如何创新页岩气开发的生态技术,最大程度降低对环境的危害,是目前亟待研究的问题之一。基于此,本文以我国页岩气开发生态技术创新的思考为题,从技术哲学的角度对生态技术创新进行分析论证,并提出思路对策,无疑对我国生态文明建设将具有重要的参考意义。本文以技术哲学和现代生态文明观为指导,在广泛文献调研的基础上,对我国页岩气开发生态技术创新现状进行了分析,应用SWOT分析法分析我国页岩气开发生态技术创新的内外部动力及其互动类型,并探讨我国页岩气开发生态技术创新的发展策略,提出了相关保障措施建议。论文取得的主要成果是:(1)分析了我国目前页岩气开发技术现状,运用SWOT分析法分析了我国页岩气开发生态技术创新的内外部动力及其互动类型。(2)确立了我国页岩气开发生态技术创新的指导思想及原则,提出了我国页岩气开发生态技术创新的策略为,决策层——科研团队——基层科研人员三者交互融合创新。(3)提出了实现开发生态技术创新的保障措施。在国家层面,需给企业、科研团队和基层科研人员以有利的法律和政策保障;在社会层面,要倡导和谐生态观、倡导绿色消费观念、创新绿色消费观宣传与教育方式去引导;在企业层面,要扛起社会责任,激活企业创新的内部动力。
[Abstract]:Shale gas, as a kind of unconventional natural gas, has become a new bright spot in the exploration and development of oil and gas resources in the world, and accelerating the development of shale gas has become the common choice of major shale gas resource countries in the world. The exploration and development of shale gas in China began in 2010. By the end of 2014, the third grade geological reserves of shale gas in China amounted to 5000 脳 10 8 m 3 and proved geological reserves to 1067 脳 10 8 m 3, which laid a solid foundation for the development of shale gas. However, because of its low production capacity and long time, shale gas has a greater impact on the environment than conventional gas. How to innovate the ecological technology of shale gas development in our country today when we strengthen the construction of ecological civilization, To minimize the harm to the environment is one of the urgent problems to be studied. Based on this, this paper analyzes and demonstrates the ecological technological innovation from the point of view of the philosophy of technology, and puts forward some countermeasures, taking the thinking of ecological technology innovation in shale gas development in China as the topic. Undoubtedly, the construction of ecological civilization in China will have important reference significance. Under the guidance of philosophy of technology and modern ecological civilization, based on extensive literature investigation, this paper analyzes the present situation of ecological technology innovation in shale gas development in China. The internal and external dynamics and interaction types of shale gas eco-technology innovation in China were analyzed by SWOT analysis method. The development strategies of shale gas development eco-technology innovation in China were discussed, and the relevant safeguard measures were put forward. The main achievements of this paper are as follows: (1) the present situation of shale gas development technology in China is analyzed. The internal and external dynamics and interaction types of shale gas development ecological technology innovation in China are analyzed by SWOT analysis. (2) the guiding ideology and principle of shale gas development ecological technology innovation in China are established. The strategy of ecological technology innovation in shale gas development in China is put forward as follows: the decision-making level-scientific research team-basic level scientific research personnel interactively merges and innovates. (3) the guarantee measures to realize the development of ecological technology innovation are put forward. At the national level, it is necessary to provide favorable legal and policy guarantees for enterprises, scientific research teams and grass-roots researchers, to advocate harmonious ecological concept, to advocate green consumption concept, to innovate the propaganda and education methods of green consumption concept, and to guide the promotion and education of green consumption concept at the social level. At the enterprise level, we should shoulder social responsibility and activate the internal power of enterprise innovation.
