四川省输气管道安全管理现状及对策研究

【摘要】:随着经济的快速发展,我国的能源结构已经发生了重大变化,天然气等清洁能源在能源消费结构中所占比例越来越高。四川是天然气开发利用大省,资源储量丰富,勘探开发历史超过50年,已建成了覆盖全省各大中小城市的天然气集输管网。近年来,随着城镇建设和输气管网建设速度加快,四川省输气管道安全隐患数量增加,管道事故呈现多发状态。为了消除输气管道安全隐患,遏制管道事故发生,确保人民群众生命财产安全,本文以问题导向和事故案例分析为基础,对四川省输气管道安全管理现状进行了分析,并吸收国外先进输气管道管理经验,提出了有针对性的对策措施。研究具有一定的现实意义。通过对四川省输气管道安全生产现状分析以及对近年来典型输气管道事故案例的分析和事故统计,本文得出了以下结论:第一,四川省输气管道主要事故类型是:腐蚀、施工及材料缺陷、第三方破坏、自然灾害等。第二,四川输气管道事故致因变化趋势是:输气管道铺设速度加快的时期都是第三方破坏影响最严重的时期;设计和施工问题导致的管道泄漏主要发生在管道运行的前期,腐蚀和材质问题导致的管道泄漏主要发生在管道运行的中后期,安全管理和第三方破坏贯穿于管道运行的整个过程;天然气管道的稳定期为35年,超过35年的管道事故处于多发易发状态。第三,四川省输气管道安全管理存在的问题有:企业管道完整性管理体系还不完善、企业现场安全管理不到位、管道第三方破坏呈现上升趋势、政府监管主体责任未明确和落实、输气管道和城乡建设在发展规划上存在矛盾。四川省输气管道安全管理问题具有普遍性,本文提出的对策有助于进一步加强输气管道安全管理,确保输气管道安全稳定运行。结合国外先进经验和国内实际,作者提出了加强管道完整性管理、加强企业现场安全管理、坚决遏制第三方破坏、进一步明确政府监管责任、加强城镇规划和管道建设之间的协调等对策措施。这些措施一定程度上能够解决输气管道安全管理中存在的问题,具有一定的参考价值。
[Abstract]:With the rapid development of economy, the energy structure of our country has changed greatly, and the proportion of clean energy such as natural gas in the energy consumption structure has become higher and higher. Sichuan is a big province of natural gas exploitation and utilization with rich resources and a history of exploration and development for more than 50 years. It has built a natural gas gathering and transportation network covering all the large and medium-sized cities in the province. In recent years, with the speeding up of urban construction and gas pipeline network construction, the number of hidden dangers of gas pipeline safety in Sichuan Province has increased, and pipeline accidents have occurred frequently. In order to eliminate the hidden dangers of gas pipeline safety, contain pipeline accidents and ensure the safety of people's lives and property, this paper analyzes the present situation of gas pipeline safety management in Sichuan Province based on problem-oriented and accident case analysis. At the same time, some countermeasures are put forward to absorb the foreign advanced gas pipeline management experience. The research has certain realistic significance. Based on the analysis of the current situation of gas pipeline safety in Sichuan Province and the analysis and statistics of typical gas pipeline accidents in recent years, this paper draws the following conclusions: first, the main types of accidents in Sichuan gas pipeline are corrosion, corrosion and corrosion. Construction and material defects, third party damage, natural disasters, etc. Second, Sichuan gas pipeline accidents cause changes in the trend is: the speed of gas pipeline laying is the most serious period of third-party damage; The pipeline leakage caused by design and construction problems mainly occurs in the early stage of pipeline operation, and the pipeline leakage caused by corrosion and material problems mainly occurs in the middle and late stage of pipeline operation. Safety management and third party destruction run through the whole process of pipeline operation; Gas pipeline stability period is 35 years, more than 35 years of pipeline accidents are prone to occurrence. Third, the problems of Sichuan gas pipeline safety management are: the enterprise pipeline integrity management system is not perfect, the enterprise site safety management is not in place, and the pipeline third party damage is on the rise. The main responsibilities of government supervision are not clear and implemented, and there are contradictions in development planning between gas pipelines and urban and rural construction. The problem of gas pipeline safety management in Sichuan Province is universal. The countermeasures proposed in this paper are helpful to further strengthen the safety management of gas pipeline and ensure the safe and stable operation of gas pipeline. Combined with foreign advanced experience and domestic practice, the author proposes to strengthen pipeline integrity management, strengthen on-site safety management of enterprises, resolutely curb third party damage, and further clarify the responsibility of government supervision. Strengthen the coordination between urban planning and pipeline construction and other countermeasures. To some extent, these measures can solve the problems existing in the safety management of gas pipeline, and have certain reference value.
