公安舆情监控系统设计与实现

【摘要】:随着互联网的普及和应用,网络媒介已成为继报刊、广播、电视三大新闻媒介之后的“第四媒介”,具有传统媒介无法比拟的交互性、无界性和开放性。近年来发生的频率越来越高的群体性事件,使公安工作面临着相当大的压力。几乎每起群体事件背后,都有互联网上的舆情在发挥着推波助澜的作用。及时、迅速、准确地搜集和研判各种媒体,抢占舆论制高点,及时作出反馈和正面引导,向决策机关及时报告预警信息,有效消弭各种可能引发群体性事件的消极因素,迅速控制并平息各种不良事态,是近年来摆在各级公安机关面前的新课题。 网络舆情监控系统涉及技术领域跨学科,综合应用比较复杂,主要包括搜索引擎技术、语义分析技术、中文信息检索技术、概率学、统计学。 在系统设计时主要采用文献研究和现实需求结合的调研方法,首先,分析公安网络舆情监控分析系统所需要应用的所有部门,如网监处、政治处、刑侦支队等,通过召开动员会、座谈会及下发需求调查问卷,了解各部门的职责及具体需求情况,将需求信息进行搜集和整理。 确定公安舆情监控系统的主要功能为:系统24小时不间断对监控网站的信息挖掘、智能分析工作,从中自动分析出公安部门所需要的有用信息,并开发出友好的逻辑功能与界面,为公安部门全面服务和应对涉警舆情的应急指导决策、提高社会综合治安整治工作与社会维稳工作提供技术支持。 在系统实现过程中,根据软件开发理论与信息系统开发理论进行分析。根据第一阶段需求调研后的结果,整理后对系统设计与开发进行内容规划、确定目标。并结合与我厅信通处技术专家及专业技术公司得出的系统可行性分析,分析本系统所涉及的关键技术、实现方法,并设定其开发平台及运行环境。 确定本系统采用分布式的系统架构来获得对互联网海量数据的按需获取能力与存储要求,确定采用Java语言开发,系统框架为S2+S+H(Struts2+Spring2.5+Hibernate3.2),,前台信息检索采用全文检索,服务器中间件为Tomcat6.0,采用MS SQL数据库。
[Abstract]:With the popularization and application of the Internet, the network media has become the "4th media" after the three major news media, newspaper, radio and television, which has the interaction that the traditional media can not compare. Unbounded and open. In recent years, the frequency of group incidents is increasing, making the public security work faced with considerable pressure. Almost every group event behind. Public opinion on the Internet is playing a role. Timely, rapid, accurate collection and evaluation of various media, seize the commanding height of public opinion, timely feedback and positive guidance. It is a new task for public security organs at all levels in recent years to report early warning information to policy-making organs, effectively eliminate all kinds of negative factors that may lead to mass incidents, and quickly control and quell all kinds of undesirable situations. The network public opinion monitoring system involves the technical field interdisciplinary, the synthesis application is quite complex, mainly includes the search engine technology, the semantic analysis technology, the Chinese information retrieval technology, the probability, the statistics. In the system design mainly uses the literature research and the reality demand union investigation method, first, analyzes the police network public opinion monitoring and analysis system needs to apply all the departments, such as the network supervision office, the political office. Criminal investigation detachment and so on, through the convening mobilization meeting, the forum and the dispatch demand questionnaire, understands each department's duty and the concrete demand situation, collects and collates the demand information. Determine the main functions of the public opinion monitoring system is: the system 24 hours on the monitoring website information mining, intelligent analysis work, from which to automatically analyze the useful information required by the public security department. The friendly logic function and interface are developed to provide technical support for the public security department to provide comprehensive service and emergency guidance and decision to deal with the police public opinion, and to improve the comprehensive public security and social stability. In the process of the system implementation, according to the software development theory and information system development theory analysis. According to the results of the first stage of demand research, collate the system design and development of content planning. With the analysis of the feasibility of the system with the technical experts and professional technology companies, the paper analyzes the key technology involved in the system, the realization method, and sets up its development platform and operating environment. It is determined that the system adopts the distributed system architecture to obtain the on-demand access and storage requirements of the massive data on the Internet, and the Java language is adopted to develop the system. The frame of the system is S 2S / Hu Struts2 Spring2.5 hibernate 3.2, and the front information retrieval adopts full text retrieval. Server middleware is Tomcat 6.0. MS SQL database is used.
